No. 1. HEADQUARTERS DIVISION OF CUBA, The military governor of Cuba directs the publication of the following order: I. In pursuance of the authority vested in him by the President of the United States, and in order to secure a better organization of the civil service in the island of Cuba, the military governor orders that hereafter the civil government shall be administered by six departments, each under the charge of its appropriate secretary, as follows: First.
