Washington, D.C. The subcommittee met, pursuant to notice, at 10 a.m., in room 1310 Longworth House Office Building, Hon. Harlan Hagen of California (chairman of the subcommittee) presiding.

Present: Representatives Hagen, Poage, Abbitt, Olson, O'Neal, Stalbaum, Vigorito, Belcher, and Findley.

Also present: Christine S. Gallagher, clerk; Hyde H. Murray, assistant clerk; John J. Heimburger, counsel; Robert C. Bruce, assistant counsel; and Lydia Vacin, staff assistant.

Mr. HAGEN of California (presiding). The subcommittee will come

to order.

This meeting has been called for public testimony with respect to two bills dealing with the dairy industry, to wit, H.R. 3609 by Mr. Poage, of Texas, and H.R. 3828, by Mr. Stalbaum, a member of the

subcommittee.

And at this point in the record I would like to introduce a letter from the Department of Agriculture dated April 5, 1965, addressed to Mr. Cooley, the chairman of the Committee on Agriculture of the House, from Under Secretary Charles S. Murphy, together with the two bills previously mentioned.

While I have not read this report from the Department in its entirety, it compares H.R. 3609 with the Proxmire bill, S. 1915; ment and if there is no objection we will make this letter, together although the report is favorable there are some suggestions for amendwith the bills, a part of the record at this point.
