House Roll No. 33,

A bill for an act to provide for the incidental expenses incurred during the fourteenth session of the legislature.

On motion,

The senate resolved itself into a committee of the whole house upon bills on general file, with Mr. Blanchard in the chair.

After some time spent therein, the committee of the whole house arose, and by its chairman submitted the following report:

A bill for an act defining the duties and powers of the commissioner of public lands and buildings,

And report the same back to the senate, with the recommendation that it do pass.

A bill for an act to amend section 11, of chapter 13, of the statutes of Nebraska, passed and approved, February 27, 1873, entitled "Counties and county officers,"

And recommend that it be recommitted to the committee on

judiciary. Also,

Senate File No. 16,

A bill for an act to repeal section 583, of chapter 57, of the code of civil procedure of the general statutes of Nebraska,

And recommend that the title be amended by striking out the words" of the general statutes," in the last line, and that the bill, as amended, do pass.

Also,

Senate File No. 24,

A bill for an act to repeal section 26 of chapter 22, of the general statutes, relating to the payment of fees in the supreme and district courts,

And recommend that the bill be recommitted to the.committee on judiciary.

Also,

Senate File No. 26,

A bill for an act to amend section 592, of the code of civil procedure,

And recommend that the same do pass.

Also,

Senate File No. 32,

A bill for an act to transfer surplus sinking and other funds to the county general fund,

And recommend that the bill be amended by inserting the words "Except county school moneys" after the word "source,' in the fifth line of section one,

And that the bill do pass as amended.

A bill for an act to amend section 2 of an act entitled "An act

to provide for the taxing of costs in certain cases,"

And recommend that the bill be indefinitely postponed.

Also,

A bill for an act to amend section 539 of the code of civil procedure,

And recommend that it be indefinitely postponed.

Also,

Senate File No. 25,

A bill for an act to amend sections 350, 352, 353 and 354, of chapter 57, general statutes, relating to civil procedure,

And recommend that it be indefinitely postponed.

Also,

Senate File No. 27,

A bill for an act to amend section 64 of an act entitled "An act to provide for a system of revenue," approved February 15, 1869,

And recommend that it be indefinitely postponed.

Also,

Senate File No. 29,

A bill for an act to amend section 5 of chapter 34, entitled "Interest," of the revised statutes of Nebraska,

And recommend that the bill be recommitted to the committee on judiciary.

Also,

Senate File No. 45,

A bill for an act to amend an act entitled "An act to create the office of delinquent tax collector, and to define his duties," approved Feb. 24, 1875,

And recommend that it be indefinitely postponed.

Also,

Senate File No. 47,

A bill for an act to provide for the publication and distribution of the general election law to members of election boards,

And recommend that the bill be indefinitely postponed ;

And further recommend that the report of the committee of the

whole house be adopted.

PETITIONS AND MEMORIALS.

Mr. Crawford introduced a petition of John Broomer and seventy-four others, praying for a law prohibiting the setting on fire of prairie grass, between September and May.

The petition was referred to the committee on agriculture.

Mr. Covell introduced a petition of Robert Hawk, Simon Blaum, and seventy-five others, relative to enacting a bounty law for the destruction of the grasshopper or locust.

The petition was referred to the committee on agriculture.

Mr. Ambrose presented the protest of D. H. O'Lime and five others, with attached documents, protesting against the right of W. C. Walton to occupy a seat in the state senate.

Referred to the committee on privileges and elections.

Mr. Colby introduced a petition against the usury laws.

The petition was referred to the committee on banks and currency.
