A bill for an act defining the duties and powers of the commissioner of public lands and buildings of the State of Nebraska, Have considered the same and recommend that the bill do THOM. P. KENNARD,

pass.

Chairman.

The committee on printing submitted the following reports:

Mr. President:

Your committee on printing to whom was referred the subject matter of inquiring into the expediency of so amending the laws relating to public printing of both state and counties, as to require all contracts to be let to parties within the state, and thus prohibiting competition with non-residents, respectfully report that, after considering the same, they have come to the conclusion that such legislation would be unwise and very probably expensive, and that, generally, legislative enactments in restraint of the laws of trade should be viewed with disfavor.

Your committee would, therefore, recommend that no such laws be passed.

CHARLES H. BROWN,

Chairman.

Also,

Mr. President :

Your committee on printing, to whom was referred the question of printing bills and their amendments, for the use of the senate and house, respectfully report that they have conferred with the house committee on printing, and find that they will recommend that the house print for each member three copies of bills and amendments thereto, originating in their body, for the use of their members and officers, and an equal number for the use of the members of the senate, and its officers. We therefore recommend that

the senate print an equal number of bills and amendments thereto, originating with this body, for the use of the members and officers of the legislature.

CHARLES H. BROWN,

Chairman.
