Mr. Knapp, from the committee on printing, submitted the following minority report :

Mr. President:

The undersigned, a minority of the standing committee on printing, to whom was referred the matter of printing the governor's message, and the accompanying documents, beg leave to submit the following report:

That the secretary of state be, and he is hereby authorized to have printed for the use of the senate, 1,000 copies of the governor's message in English, and that the accompanying documents be not printed, except those which have already been printed. W. M. KNAPP.

Mr. Brown moved

The adoption of the majority report.

Mr. Dawes offered the following resolution amendatory to the majority report, and moved its adoption :

Mr. Ambrose offered the following resolution, amendatory to the majority report, (which was accepted by Mr. Dawes,) and moved its adoption :

Resolved, That the majority report be amended as follows: The following number of the governor's message shall be printed: 1,000 copies in English; 1,000 copies in Scandinavian; 1,500 copies in German, and 700 copies in Bohemian.

Mr. Calkins moved

To refer the whole subject matter to the committee on education.

Mr. Knapp offered the following amendment, and moved its adoption :

Mr. Ambrose arose to a point of order, to wit:

That the same subject matter was already before the senate in the shape of a minority report.

The president ruled that the point of order was not well taken. The question recurring upon the motion of Mr. Knapp, the amendment was not concurred in.

Mr. Dawes moved

To amend by adding to the report "700 in Bohemian," and moved its adoption,

Which was agreed to.

The question recurring upon the adoption of the majority report as amended,

It was adopted.

RESOLUTIONS.

Mr. Ambrose offered the following resolution, which was adopted:

Resolved, That the committee on printing be requested to inquire, and report by bill or otherwise, into the expediency of so amending the law relating to the public printing of both state and counties as to require all contracts to be let to parties within the state, to compete for the same.

Mr. Ambrose offered the following resolution and moved

That it be referred to the committee on finance, ways and

means,

Which was agreed to, and the resolution was so referred.

Resolved, That the senate finance, ways and means committee be requested to inquire into the expediency of so amending the revenue law, that taxes may be levied and collected under two funds-general and sinking funds-simply, instead of as at present. Also,

Whether or not it is practicable to so amend section 83, chapter 66, as to provide that the state shall furnish such books and blanks only as are clearly included under contracts for state printing, but instead of as at present, shall direct the form of books and blanks required for various purposes, the same to be furnished by the respective counties at their own expense.

Also,

Whether section 397, chapter 66, of the revenue law should be amended so as to prevent the taking, by treasurer, of state warrants in payment of general fund state tax,

And report by bill or otherwise.

Mr. Wilcox offered the following resolution, which was adopted:

Resolved, That the secretary of state be directed to have the east wall of the senate chamber examined by some competent person, immediately, and if unsafe, to report to this senate such repairs as may be necessary to insure its safety.

Mr. Wilcox asked and obtained leave of absence until 2 o'clock to-morrow afternoon.

Mr. Hinman offered the following resolution, and moved That the rules be suspended and the resolution adopted: Resolved, That ex-members of the senate and ex-state officers be entitled to the privileges of the floor of the senate.

Mr. Ambrose called up the following resolution :

Resolved, That the following standing committees be, and they are hereby empowered to appoint a clerk, the name of said clerk to be reported to the president of this body, viz.:

The judiciary committee.

Committee on finance, ways and means.
Committee on engrossed and enrolled bills.
Committee on public lands and buildings.
Committee on constitutional amendments.

Mr. Calkins moved

That the subject be divided, so as to vote upon each item separately.

Which was agreed to.

That portion relating to the judiciary committee was adopted. That portion relating to the committee on finance, ways and means was adopted.
