If a section is to be amended, the formula should be, after the enacting clause,

That section of chapter

of the code of civil procedure

of the State of Nebraska, (or statute as the case may be) be amended so as to read as follows:

Then follows the section or sections desired as amended, full and complete in themselves, and the last section of the new act should repeal the section which has been amended.

Special Committee.

The following resolution amendatory to the foregoing report, and moved its adoption :

Resolved, That the last clause of the report of the special committee on the construction of section 11, article III, of the constitution, be stricken out of said report.

The motion to adopt the resolution was not agreed to.

RESOLUTIONS.

Mr. Van Wyck offered the following resolution, which was adopted:

Resolved, That the committee on judiciary be instructed to report the expediency of a bill repealing section 64, page 922, of

the general statutes by striking out the penalty of forty per cent. on redemption of land sold for taxes.

Also,

To repeal section 105, on page 933, which section makes a tax title complete in five years.

Also,

To amend section 50, page 916, so as to make taxes delinquent on the first day of December instead of first day of May. Also,

That interest on delinquent taxes shall be at the rate of ten per cent. per annum, instead of one per cent. per month.

Also,

Amend section 55, page 917, so that the delinquent tax list shall not be published, only a notice when the sale will take place. Also,

To repeal section 71, page 924, so that the county shall not be responsible to purchaser at tax sale for mistakes of the treasurer. Also,

To amend section 75, page 924, so that county treasurers shall not be compelled to attend personally at the office of the state treasurer to make returns, and mileage not to be allowed for any such

returns.

Also,

To repeal section 6, and amend section 7, page 936, so that when the title at tax sale fails the purchaser shall not in any event be allowed forty per cent. interest, and not more than ten per cent. be allowed.

Also,

Amend section 34, page 909, and section 2, page 938, so that assessors, and not county clerks, shall make tax lists, and that no special fees, be allowed therefor.
