Resolved, That a committee of three be appointed on the part. of the senate to confer with a like committee already appointed on the part of the house, for the purpose of arriving at a proper construction of section 11, article III of the constitution.

Mr. Pepoon offered the following resolution, and moved its adoption,

Resolved, That the nomination of L. F. Wyman, by the governor, as warden of the penitentiary, be referred to a special committee of three, to be appointed by the president.

Mr. Ambrose moved,

To lay the resolution on the table until 2 o'clock P. M. tomorrow, as a special order for that hour,

Which was agreed to.

Mr. Thummel introduced the following resolution, which was adopted:

Resolved, That the standing committee on printing be authorized and empowered to act with the special committee on the part of the house in relation to printing the message of the governor and accompanying documents.

On motion,

REPORTS FROM STANDING COMMITTEES.

The committee on printing submitted the following report, which, upon motion, was adopted:

Mr. President:

Your committee on printing, to whom was referred, for consideration, rule 26, and the question of printing bills, and amendments thereto, beg leave to report the following as a substitute for rule 26:

RULE 26. No bill shall be committed or amended until it shall have been twice read. It shall then be referred to its appropriate standing committee, or to a special committee. It shall then be printed as reported, after which it may be amended, and all amendments thereto shall be printed before a vote shall be taken on its final passage.
