The president of the joint convention thereupon declared that

Messrs. Silas A. Strickland, Amasa Cobb, and Alexander Conner were duly elected and appointed to the office of electors for president and vice-president of the United States of America for the State of Nebraska.

On motion of Mr. Moudy, a committee of three was appointed to wait upon the governor and inform him that the convention had completed its labors, and asking if he has any further communication to make to the legislature.

The president appointed as such committee Messrs. Moudy, Davidson and Chapman, who waited upon the governor and subsequently returned and reported that his excellency had no further communication to make to the legislature.

On motion of Mr. Murphy, the joint convention adjourned.

The senate returned to the senate chamber and was called to order by the president.

On motion of Mr. Chapman, the senate adjourned sine die.

SENATE CHAMBER,

Tuesday, December 5, 1876. The thirteenth special session of the legislature of the State of Nebraska met in obedience to the proclamation of his excellency, Silas Garber, governor, which is in words as follows, to wit:

PROCLAMATION

LEGISLATURE IN

THE GOVERNOR, CONVENING THE STATE

SPECIAL SESSION.

WHEREAS, The constitution of the State of Nebraska provides that “The governor may on extraordinary occasions convene the legislature by proclamation, stating therein the purpose for which they are convened, and the legislature shall enter upon no business except that for which they were called together"; and

WHEREAS, The question of the eligibility of Amasa Cobb, who received a majority of the votes cast for the office of elector at the late election for presidential elector, has be raised ; and

WHEREAS, The constitution and laws of the United States provide that each state shall appoint, in such manner as the legis
