This is the second volume of the series of statutes and decisions published
under this title. The first volume covered the period from the organization of
the Commission in 1914 to and including the year 1929, and was compiled by
Henry Miller, Esq., an attorney on the staff of the Commission.

In compiling this second volume covering the period 1930–38. Mrs. Esch
conformed to the plan of the first volume and had the advice of Attorney
James W. Nichol, of the appellate staff.
