At 8 o'clock the Senate met.

MONDAY, January 18th, 1897.

The session was opened by prayer by the Rev. W. Strother Jones, Trenton, N. J.

Under the direction of the President, the Secretary called the Senate, when the following Senators appeared and answered the call: Messrs. Barber, Daly, Engle, Francis, Gould, Herbert, Hoffman, Johnson H. W., Johnson W. M., Ketcham, Miller, Parry, Reed, Ross, Skirm, Stanger, Stokes, Voorhees, Vreeland, Williams (President)—20

Journal of January 12th was read and approved.

Mr. W. M. Johnson, of the county of Bergen, on leave, presented memorial from citizens of Bergen county relative to the improvement of the condition of roads, which was read and received.

Mr. Daly, on leave, introduced

Senate Bill No. 10, entitled "An act concerning common carriers," Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Railroads and Canals. A sealed communication was received from the Governor by the hands of Mr. Tuttle, his Private Secretary, endorsed "Nominations." Mr. Hoffman, on leave, introduced

Senate Bill No. 11, entitled "An act to amend an act entitled 'A further supplement to an act entitled "An act to authorize cities in this state located at or near the ocean and embracing within their limits or jurisdiction any beach or ocean front, to lay out and open streets and drives and construct public walks along and upon the beach or ocean front, to grade and otherwise improve the same, to provide the money necessary therefor and to regulate the use thereof," approved April sixth, one thousand eight hundred and eighty-nine,'" which act was approved February twenty-fifth, one thousand eight hundred and ninety-six,

Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Municipal Corporations.

Mr. Skirm, on leave, introduced

Senate Bill No. 12, entitled "An act to amend an act entitled 'A supplement to an act entitled "An act concerning roads "'" (Revision), approved March twenty-seventh, one thousand eight hundred and 3 Sen Jour

Mr. W. M. Johnson, on leave, presented the following Concurrent Resolutions:

Senate Bill No. 13, entitled "An act to provide for the division of municipalities, governed by boards of commissioners or improvement commissions, into wards, and to regulate the election of commissioners thereto,"

Mr. W. M. Johnson, on leave, introduced

Senate Bill No. 14, entitled "A further supplement to an act entitled 'An act for the formation and government of villages," approved February twenty-third, one thousand eight hundred and ninety-one,

Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Boroughs and Borough Commissions.

Mr. H. W. Johnson, of the county of Camden, on behalf of Joseph Jones, of Camden, presented a gavel to the President, which was duly acknowledged by the President.

On motion of Mr. Voorhees the Senate went into executive session.

At 8:15 o'clock the Senate re-convened.

Senate Bill No. 16, entitled "An act to amend an act entitled 'An act to authorize any town, township or borough, or part thereof, containing a population exceeding five thousand inhabitants, to be incorporated as a city, after a vote of the people, and providing for the government and powers of such cities,' ," which act was approved March twentysecond, one thousand eight hundred and ninety-five,

Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Boroughs and Borough Commissions.

Mr. Vreeland, Chairman of the Committee on Revision of the Laws, reported

Senate Bill No. 2, entitled "A further supplement to an act entitled 'An act to prescribe the notice to be given of applications to the legislature for the laws, when notice is required by the constitution,' approved January twenty-sixth, one thousand eight hundred and seventy-six,

And said bill

Was taken up, read a second time, considered by sections, agreed to, ordered to be engrossed, and to have a third reading.

On motion of Mr. Voorhees, the Senate then adjourned to meet Tuesday, January 19th, at 10 A. M.

Senate Bill No. 21, entitled "Supplement to an act entitled 'An act concerning corporations,'" approved April twenty-fifth, one thousand eight hundred and ninety-six,

Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Corporations.

Mr. Voorhees offered the following resolution, which was read and adopted:

Resolved (the House of Assembly concurring), That the members of both Houses of this Legislature hold a joint meeting in the Assembly Chamber, this day, at twelve o'clock noon, for the purpose of electing a State Treasurer and State Comptroller.

And the Secretary was instructed to carry same to the Assembly. The calling of the roll on Mr. Voorhees' resolution resulted,
