Mr. Speaker:

The Senate has passed the inclosed joint (resolution relative to the assignment of rooms in the New State House, in which the concurrence of the House is requested. Attest: W. T. BASCOM, Clerk.

The above reported joint resolution was referred to the special committee on the assignment of rooms in the State House.

The Speaker appointed Messrs. Bingham, Monroe and Townsend on the second committee of Conference on H. B. No. 209.

H. B. No. 311; To amend the act entitled an act to encourage the organization of fire companies, passed March 13, 1843, without amendment.

The Senate has passed H. B. No. 308 with an amendment inclosed and in which the concurrence of the House is requested.

S. B. No. 292; Supplementary to the act to provide for the organization of cities and incorporated villages, passed May, 3, 1852.

S. B. No. 293; For the punishment of the crime of maliciously destroying property.

S. B. No. 321; To amend the 5th sec. of the act passed April 8, 1856, entitled an act supplementary to an act entitled an act to provide for the organization of cities end incorporated villages, passed May 3, 1852.

S. B. No. 231; To establish an asylum for the education of idiotic and imbecile youth.

S. B. No. 323; Relating to the jurisdiction of police judges and police courts. S. B. No. 308; To amend and revive the 8th section of the act entitled an act further to amend the charter of the city of Cleveland, passed March 11, 1851. Attest: W. T. BASCOM, Clerk.

Senate bills Nos. 311, 324, 300, 292, 293, 321, 231, 323 and 308 were each severally read the first time.

H. B. No. 308 was, on motion of Mr. Parsons, referred to Mr. Blakeslee as a select committee of one.

Message from the Senate.

Mr. Speaker:

The Senate has passed the following bill without amendment:

H. B. No. 260; To change a portion of the line between the counties of Madison and Franklin.

The Senate has passed

H. B. No. 280; To amend the "act further defining the duties of county treasurers," passed April 8, 1856, with amendment here with inclosed, and in which the concurrence of the House is requested.

The Senate has passed amendment No. 1 to the constitution, with two amendments to the same as it came from the House, in which the concurrence of the House is requested.

The Senate has passed amendments Nos. 3 and 4 to the constitution, as they came from the House, without amendment.

Amendment No. 1 to the constitutiou was referred to Mr. Parsons as a select committee of one.

H. B. No. 280 was referred to Mr. Parsons as a select committee of one.
Mr. Plumb offered the following resolution, which was adopted:

Resolved, That the sergeant-at-arms be and hereby is directed to ventilate this Hall immediately after recess and adjournment, by letting down the upper sash of the windows, to remain open long enough to thorougly change the atmosphere of this room and thus secure the necessary condition for the health of the members.

The select committee, to whom was referred H. B. No. 243, have had the same under consideration and report the same back and recommend that the same be engrossed for its third reading.

This recommendation was agreed to and the bill ordered to be engrossed and read a third time on Tuesday next.

Mr. Cook, from the select committee, to whom was referred S. B. No. 164, reported the same back with one amendment: Strike out of the preamble the words "about taking," and insert "may hereafter take."

This amendment was agreed to, when the bill was ordered to be engrossed and read a third time on Tuesday next.

The joint standing committee on Enrollment report that the following bill is correctly enrolled:

S. B. No. 269; An act to authorize the Portsmouth bridge company to connect their bridge with the towing path of the Ohio canal and for other purposes.

On motion of Mr. Shaw,

The motion to reconsider H. B. No. 220 was taken from the table.

The vote was then reconsidered, when the bill was referred to Mr. Shaw as select committee of one.

Mr. Parsons presented the memorial of Homer Fuller, a citizen of Franklin county, praying for amendments to the school law, which was referred to committee on Schools and School Lands.

Mr. Brayton presented the petition of H. A. Smith and 30 other citizens of Cuyahoga county, asking for the protection of citizens of Ohio who have emigrated to Kansas; which was referred to the committee on Federal Relations.

By Mr. Van Vorhes-Proceedings of a public meeting held at Albany, Athens county, condemning the decision of the Supreme Court in the Dred Scott caseapproving the opinions of Judges McLean and Curtis-asking that the word white may be stricken from the statutes of Ohio-and in favor of a law prohibiting the use of the jails of the State in the detention of alleged fugitives from labor; which was referred to the select committee having charge of the bill to prevent the use of jails in Ohio for the confinement of fugitive slaves.

H. B. No. 344; To provide for the safe keeping and distribution of the public arms, was read a second time and referred to the committee on the Militia.

S. B. No. 321; To amend the fifth section of an act passed April 8, 1856, supplementary to an act entitled an act to provide for the organization of cities and incorporated villages, was read a second time and referred to a select committee of one-Mr. Ricker.
