Consistent with its jurisdiction, the focus of the subcommittee is on the operation of the system in the national security area. The function of this publication is to provide in handy form for the subcommittee recent comment on program budgeting, systems analysis and cost-effectiveness studies-key features of PPB. These papers include a variety of viewpoints which are presented to indicate problems and to stimulate questions. Opinions printed here do not, of course, necessarily reflect the views of subcommittee members.
