A message from the House of Representatives, by Mr. Forney, their Clerk:

Mr. President: The Speaker of the House of Representatives having signed an enrolled resolution, I am directed to bring it to the Senate for the signature of their President.

The House of Representatives have passed a bill (H. R. 144) to amend the act entitled "An act to reduce and modify the rates of postage in the United States and for other purposes," passed March 3, 1851, in which they request the concurrence of the Senate.

The President pro tempore signed the enrolled resolution (H. R. 11) this day reported to have been examined, and it was delivered to the committee to be presented to the President of the United States.

Mr. Adams, from the Committee of Claims, to whom were referred the documents relating to the claim of Ebenezer Dumont, submitted a report (No. 293,) accompanied by a bill (S. 480) for the relief of Lieutenant Colonel Ebenezer Dumont.

The bill was read, and passed to the second reading.

Ordered, That the report be printed.

Mr. Sebastian, from the Committee on Manufactures, reported a bill (S. 481) for the relief of George Shoenberger and others; which was read, and passed to the second reading.

Mr. Clemens, by unanimous consent, asked and obtained leave to bring in a joint resolution (S. R. 47) to supply the Washington city Juvenile guards with arms; which was read the first and second times by unanimous consent, and considered as in Committee of the Whole, and no amendment being made it was reported to the Senate.

Ordered, That it be engrossed, and read a third time.

Agreeably to notice, Mr. Clarke asked and obtained leave to bring in a joint resolution (S. R. 48) directing a survey of the harbor of Providence, Rhode Island; which was read the first and second times by unanimous

consent.

Ordered, That it be referred to the Committee on Commerce.

Mr. Dodge, of Iowa, by unanimous consent, asked and ohtained leave to bring in a joint resolution (S. R. 49) for the relief of George R. C. Floyd, late Secretary of Wisconsin Territory, and sureties; which was read the first and second times by unanimous consent, and referred to the Committee on Finance.

Mr. Sebastian, agreeably to notice, asked and obtained leave to bring in a joint resolution (S. R. 50) to provide additional security for the lives and property of persons navigating the western waters; which was read the first and second times by unanimous consent, and referred to the Committee on Commerce.

The engrossed bill (S. 454) for the relief of Emily H. Plummer, was read the third time, and the title was amended.

Resolved, That this bill pass, and that the title thereof be, "An act for the relief of Joseph Morton Plummer and Mary Reynolds Plummer."

Ordered, That the Secretary request the concurrence of the House of Representatives therein.

The following engrossed bills and engrossed joint resolution were read a third time:

S. 211. A bill to authorize the sale of reserved lands, and for other purposes;

S. 241. A bill to authorize the mayor and common council of Chicago, Illinois, to excavate a portion of the public reservation at that place with a view to the improvement of the navigation of Chicago river;

S. 276. A bill for the relief of James R. Creecy;

S. R. 39. Joint resolution authorizing the examination of the claims of the Biloxi bay Indians.

Resolved, That the said bills and joint resolution pass, and that their respective titles be as aforesaid.

Ordered, That the Secretary request the concurrence of the House of Representatives therein.

The Senate resumed, as in Committee of the Whole, the bill (S. 75) to revive and continue in force for a limited time the provisions of an act relative to suspended entries of public land; and having been amended it was reported to the Senate, and the amendment was concurred in.

Ordered, That it be engrossed, and read a third time.

The joint resolution (S. R. 44) for the relief of the Spanish consul and other subjects of Spain, residing at New Orleans, and of subjects of Spain residing at Key West, by indemnity for losses occasioned by violence of the mob in the year 1851, was read the second time and considered as in Committee of the Whole; and having been amended it was reported to the Senate, and the amendments were concurred in.

Ordered, That this resolution be engrossed, and read a third time.

The bill (S. 391) authorizing a certain class of private land claimants to file their claims with the register and receivers at Detroit, Michigan, for investigation and report, was read the second time, and considered as in Committee of the Whole.

On motion by Mr. Felch,

Ordered, That it be recommitted to the Committee on Private Land Claims.

The engrossed bill (S. 223) to amend an act entitled "An act to provide for the better security of the lives of passengers on board of vessels propelled in whole or in part by steam," was read a third time and amended, on the motion of Mr. Davis, by unanimous consent.

Resolved, That this bill pass, and that the title thereof be as aforesaid. Ordered, That the Secretary request the concurrence of the House of Representatives therein.

The Senate resumed, as in Committee of the Whole, the bill (S. 396) for the protection of the emigrant route, and for an overland mail between the Missouri river and the settlements in California and Oregon; and, After debate,

Mr. Shields presented a memorial of the mayor and common council of the city of Alton, Illinois, praying that the city of Alton may be made a port of entry; which was referred to the Committee on Commerce.

Mr. Borland presented the petition of the Green mountain rifle corps, praying that the Secretary of War may be authorized to furnish the corps with arms and accoutrements; which was referred to the Committee on Military Affairs.

Mr. Bradbury submitted the following resolution; which was considered by unanimous consent, and agreed to:

Resolved, That the Committee on Pensions be instructed to inquire into the expediency of continuing a pension to Mrs. Thankful Reynolds.

Mr. Mason submitted the following resolution; which was considered by unanimons consent, and agreed to:

Resolved, That the President be requested to communicate to the Senate, if not incompatible with the public interest, copies of the correspondence of Robert M. Walsh, esquire, whilst acting as commissioner of this government at the island of Hayti.

Mr. Felch submitted the following resolution; which was considered by unanimous consent, and agreed to:

Resolved, That the Committee on Public Lands be instructed to inquire into the expediency of establishing a new land distret, embracing the county of Benton, in the Territory of Minnesota.

Mr. Norris submitted the following resolution; which was read:

Resolved, (the House of Representatives concurring,) That the sixteenth joint rule of the two houses be amended by adding the following thereto : And all general appropriation bills shall be sent at least ten days previous to the day fixed for the adjournment of Congress.

Mr. Hamlin, from the Committee on Commerce, to whom was referred the bill (H. R. 262) to authorize the President of the United States to designate the places for the ports of entry and delivery for the collection districts of Puget's Sound and Umpqua, in the Territory of Oregon, and to fix the compensation of the collector at Astoria, in said Territory, reported it without amendment.

The Senate proceeded to consider the bill last mentioned (H. R. 262) as in Committee of the Whole; and no amendment being made, it was reported to the Senate.
