Page 48, after line 15, insert the following: "For the adjutantgeneral in payment of amount due to Moris Nason and others, the sum of five hundred and nineteen dollars and three cents, such sum to be paid upon filing with the adjutant-general receipts in full of the workmen employed on the Glens Falls armory, for wages which remain unpaid owing to the failure of the contractors to file a proper bond with the armory commissioner as required by law."

Page 39, after line 7, insert the following: "For the Sixth Judicial District Library at Elmira, for the purchase of books and necessary rebinding of books belonging to said library, the sum of two thousand dollars to be paid on presentation to the comptroller of vouchers verified by a majority of the trustees having charge of said library.”

A message from the Governor, at the hands of his secretary, was received and read in the words following:

To the Legislature:

STATE OF NEW YORK-EXECUTIVE CHAMBER.

It appearing to my satisfaction that the public interest requires it: Therefore, in accordance with the provisions of section 15 of article 3 of the Constitution and by virtue of the authority thereby conferred upon me, I do hereby certify to the necessity of the immediate passage of Senate bill No. 1483, which is a reprint of Assembly bill No. 1745, entitled "An act making appropriations for certain expenses of government, and supplying deficiencies in former appropriations." (Rec. No. 470.)

Given under my hand and the privy seal of the state, at the Capitol in the city of Albany, this twenty-fifth day of [1.. 8.] April, in the year of our Lord, one thousand eight hundred and ninety-nine.

Mr. Higgins moved to concur in said report.

Mr. Grady moved that the report be amended by striking out the appropriation for the special committee of the Assembly.

Mr. Higgins raised the point of order that the report of the conference cominittee could not be amended, but must be accepted or rejected as it stands.

The President decided the point of order well taken.

Mr. Grady moved that the report of the committee be disagreed with, and that a new committee of conference be requested.

The President put the question whether the Senate would agree to said motion, and it was decided in the negative, as follows:

The President then put the question whether the Senate would agree to the final passage of said bill, the necessity for the inmedi

ate passage of the same having been certified by the Governor, pursuant to the provisions of section 15 of article 3 of the Constitution, and it was decided in the affirmative, a majority of all the Senators elected voting in favor thereof, and three-fifths being present, as follows:

Ordered, That the Clerk return said bill to the Assembly, with a message that the Senate have concurred in the report of the committee of conference thereon, and have agreed to the final passage of said bill.

The Assembly returned the resolution relative to the appointment of a tax commission to examine and consider the subject of taxation of property within the State, with a message that they have concurred in the passage of the same without amendment.

The Assembly sent for concurrence the following entitled bill : "An act making an appropriation for certain expenses of government and supplying deficiencies in former appropriations" (not printed, Rec. No. 771), which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Higgins, and by unanimous consent, the rules were suspended said bill ordered to a third reading.
