Mr. Higgins, from the committee on finance, to which was referred the Assembly bill introduced by Mr. Murphy, Rec. No. 578, entitled "An act authorizing the construction of a steel bridge and abutments and approaches thereto over the Erie canal, in the town of St. Johnsville, and making an appropriation therefor" (No. 2043), reported in favor of the passage of the same, with some amendments, and the title amended so as to read "An act authorizing the construction of a steel bridge and abutments and approaches thereto over the Erie canal in the town of Minden and making an appropriation therefor," which report was agreed to.

On motion of Mr. Krum, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. Higgins, from the committee on finance, to which was referred the Assembly bill introduced by Mr. Kelsey, Rec. No. 202, entitled “An act making an appropriation for the promotion of agriculture by the College of Agriculture of Cornell University ” (No. 1024), reported in favor of the passage of the same, which report was agreed to.

On motion of Mr. Willis, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

No. 447, entitled "An act providing for the construction of a foot bridge over the Erie canal, on Brainard street, in the village of Whitesboro, Oneida county, New York, and making an appropriation therefor" (No. 79), reported in favor of the passage of the same, which report was agreed to, and said bill restored to its place on the order of third reading.

No. 216, entitled "An act to provide for repairing and improving the harbor and breakwater, in Seneca lake, at Watkins, on the Chemung canal; and making appropriations therefor " (No. 220), reported in favor of the passage of the same, which report was agreed to.

On motion of Mr. Willis, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. Ambler, from the committee on agriculture, to which was referred the Assembly bill introduced by Mr. S. B. Sage, Rec. No. 591, entitled "An act in relation to the drainage of agricultural lands” (No. 2106), reported in favor of the passage of the same, with some amendments, which report was agreed to.

On motion of Mr. Rice, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. G. A. Davis, from the committee on canals, to which was referred the bill introduced by Mr. Brown, Int. No. 980, entitled "An act to authorize the building of a canal and locks, in and near Cohoes, to connect the Erie and Champlain canals, and for other purposes" (No. 1357), reported in favor of the passage of the same, with some amendments, which report was agreed to, and said bill restored to its place on the order of third reading.

Mr. Stranahan, from the committee on affairs of cities, to which was referred the bill introduced by Mr. Armstrong, Int. No. 1004, entitled "An act to levy an assessment for the cost and

expense of constructing an improvement and pavement in, upon and through Lake View park, in the city of Rochester, upon property benefited thereby " (No. 1429), reported in favor of the passage of the same, which report was agreed to, and said bill restored to its place on the order of third reading.

Mr. Stranahan, from the committee on affairs of cities, to which was referred the bill introduced by Mr. Armstrong, Int. No. 1005, entitled "An act to amend the charter of the city of Rochester, relating to condemnation proceedings" (No. 1430), reported in favor of the passage of the same, which report was agreed to.

On motion of Mr. Armstrong, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. Brackett, from the committee on the judiciary, to which was referred the bill introduced by Mr. Brown, Int. No. 997, entitled "An act conferring upon the Board of Claims jurisdiction to hear, audit and determine the alleged claim of Hiram R. Winney against the State and to make an award therefor" (No. 1411), reported in favor of the passage of the same, with some amendments, and the title amended so as to read "An act to confer jurisdiction upon the Court of Claims to hear, audit and determine the alleged claim of Hiram R. Winney against the state for damages alleged to have been sustained by him, and to render judgment therefor," which report was agreed to, and said bill restored to its place on the order of third reading.

Mr. Stranahan, from the committee on affairs of cities, to which was referred the Assembly bill introduced by Mr. Sanders, Rec. No. 601, entitled "An act for the relief of the Beth Israel Hospital Association from taxes and water rents" (No. 1046), reported in favor of the passage of the same, with some amendments, and the title amended so as to read "An act for the relief of the Beth Israel Hospital Association from water rents," which report was agreed to, and said bill restored to its place on the order of third reading.

Mr. Ford, from the committee on commerce and navigation, to which was referred the Assembly bill introduced by Mr. Hill, Rec. No. 642, entitled "An act for the promotion of commerce on the seaboard waters of this State" (No. 2268), reported in favor of the passage of the same, with some amendments.

Mr. McCarren moved that said bill be reprinted as amended, and recommitted to the committee on commerce and navigation, retaining its place on general orders.

The President put the question whether the Senate would agree to said motion, and it was decided in the negative.

Mr. Grady offered the following:

Resolved, That the committee of the whole be discharged from the further consideration of said bill, and that the same be recommitted to the committee on taxation and retrenchment.

Mr. G. A. Davis raised the point of order that said motion could only be made in the order of motions and resolutions.

The President decided said point of order well taken.

Mr. Grady moved to reconsider the vote by which the motion to recommit said bill to the committee on commerce and navigation was lost.

The President put the question whether the Senate would agree to said motion of Mr. Grady, and it was decided in the affirmative, as follows:
