No. 604, entitled "An act to amend chapter 775 of the Laws of 1895, entitled 'An act to legalize and provide for the payment of certain claims against Long Island City,' relative to auditing and paying amounts due on contracts" (No. 2264), reported in favor of the passage of the same, which report was agreed to, and said bill restored to its place on the order of third reading.

Mr. Stranahan, from the committee on affairs of cities, to which was referred the Assembly bill introduced by Mr. Wilson, Rec. No. 386, entitled "An act to amend section 58 of chapter 378 of the Laws of 1897, entitled 'An act to unite into one municipality, under the corporate name of the city of New York, the various communities lying in and about New York harbor, including the city and county of New York, the city of Brooklyn and county of Kings, the county of Richmond and part of the county of Queens, and to provide for the government thereof,' in relation to the powers of commissioners of deeds" (No. 1098), reported in favor of the passage of the same, which report was agreed to. .

On motion of Mr. Marshall, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

Mr. Stranahan, from the committee on affairs of cities, to which was referred the bill introduced by Mr. Mackey, Int. No. 977, entitled "An act to authorize the city of Buffalo to issue its bonds for the purpose of abating all nuisance existing in the Main and Hamburg street canal, and to fill the prism of said canal, with solid material" (No. 1354), reported in favor of the passage of the same, which report was agreed to.

On motion of Mr. Mackey, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading.

No. 971, entitled "An act to further amend section 329 of chapter 105 of the Laws of 1891, entitled 'An act to revise the charter of the city of Buffalo,' in relation to expenses of the school department” (No. 1338), reported in favor of the passage of the same, which report was agreed to, and said bill restored to its place on the order of third reading.

No. 978, entitled "An act relating to the Main and -Hamburg street canal, situated in the city of Buffalo, and the lands and premises included therein and connected therewith, and to make it unlawful to take such canal or said lands and premises, or any part thereof, by right of eminent domain" (No. 1355), reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

No. 989, entitled "An act to amend section 894, of chapter 378, of the Laws of 1897, commonly known as The Greater New York charter, relative to taxation on personal property " (No. 1382), reported in favor of the passage of the same, which report was agreed to, and said bill restored to its place on the order of third reading.

Mr. Higgins, from the committee on finance, to which was referred the Assembly bill introduced by Mr. Fish, Rec. No. 513, entitled "An act to provide for the construction of a vertical retaining wall on the east side of the Oneida feeder to the Erie canal, in the village of Oneida, Madison county, from Cedar street to the bridge over said feeder opposite the easterly end of Stone street, in said village, and reappropriating therefor certain moneys appropriated by chapter 633 of the Laws of 1898 " (No. 1969), reported in favor of the passage of the same, with some amendments, and the title amended so as to read as follows:

"An act to provide for the construction of a vertical retaining wall on the east side of the Oneida feeder, in the village of Oneida, Madison county, from Cedar street southerly in said village, and reappropriating therefor certain moneys appropriated by chapter six hundred and thirty-three of the Laws of eighteen hundred and ninety-eight."

Which report was agreed to, and said bill restored to its place on the order of third reading.

Mr. Higgins, from the committee on finance, to which was referred the Assembly bill introduced by Mr. Clark, Rec. No. 549, entitled "An act to provide for the construction of a bridge over. Black river at Pratts landing, between the towns of Greig and Turin, in the county of Lewis, and making an appropriation therefor" (No. 580), reported the same to the Senate, with amendments.

On motion of Mr. Higgins, and by unanimous consent, it was ordered that said bill be printed and recommitted to the committee on finance.

No. 815, entitled "An act to amend chapter 298 of the Laws of 1883, entitled 'An act to provide for the government of the city of Albany,' and the several acts amendatory thereof " (No. 980), reported in favor of the passage of the same, which report was agreed to, and said bill committed to the committee of the whole.

Mr. Stranahan, from the committee on affairs of cities, to which was referred the bill introduced by Mr. Ellsworth, Int. No. 999, entitled "An act to create and establish a uniform police system for cities of the first and second class throughout the State" (No. 1414), reported in favor of the passage of the same (Messrs. Ahearn, Grady, McCarren and Rice, dissenting), which report was agreed to, and said bill committed to the committee of the whole. The privileges of the floor were extended to Hon. Chauncey M. Depew.

On motion of Mr. Ellsworth, the Senate took a recess of five minutes for the purpose of greeting Mr. Depew.

On motion of Mr. Graney, and by unanimous consent, the rules were suspended, and said bill ordered to a third reading, and referred to the committee on forest, fish and game laws, retaining its place on the order of third reading.

“An act to authorize the Comptroller of this State to hear and determine the application of Rawson L. Hayes for the cancellation of the tax sales for unpaid taxes of three acres of land in the southeast corner of lot No. 122, in township 11 of the old military tract, town of St. Armand, county of Essex, State of New York' (No. 2277, Rec. No. 655), which was read the first time, and by unanimous consent was also read the second time.
