The Assembly returned the bill (No. 1149, Assembly reprint No. 2233), entitled "An act in relation to the Civil Service of the State of New York and the cities and civil divisions thereof ' (Int. No. 355), with a message that they have passed the same with the following amendments:

Page 7, line 13, after the word "college" strike out comma and insert a period; also strike out all down to and including the word "authorities” in line 15.

Page 24, line 8, strike out after the word "rebellion " the words "and who shall have served in the confederate army and navy,” and after the word "rebellion" insert the words "and who is an honorably discharged soldier, sailor or marine, having served as such in the army or navy of the United States during the Spanish-American war or is an honorably discharged soldier, sailor or marine of the regular army or navy of the United States.'

Mr. White moved that the Senate concur in said amendment. Mr. McCarren moved that said motion to concur be laid upon the table.

Mr. Douglas moved that the Senate concur in said amendment.

Mr. Higgins, from the committee on finance, to which was referred the Assembly bill introduced by Mr. Kelsey, Rec. No. 618, entitled "An act to authorize the commissioners of the land office to exchange certain parcels of land with the Western New York and Pennsylvania Railway Company" (No. 2254), reported in favor of the passage of the same, which report was agreed to. On motion of Mr. Humphrey, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.
