OPENING STATEMENT OF CHAIRWOMAN COLLINS

Mrs. COLLINS. Good morning.

This joint hearing of the Government Activities and Transportation Subcommittee and the Employment and Housing Subcommittee has been called to examine allegations of racial discrimination in the airline industry.

I am disturbed by what appears to be very slow and grudging progress for blacks at all employment levels in the industry, particularly in the cockpit and the executive offices. Airline industry figures show that blacks represent 8 to 10 percent of the work force. Yet, blacks are disproportionately concentrated in low wage, semiskilled, and unskilled jobs.

At the professional level, blacks represent less than 2 percent of the total. For black pilots, the situation is even more dismal. Black pilots represent less than 1 percent of the estimated 46,000 commercial airline pilots, despite the fact that there were nearly 8,000 new pilots hired by commercial carriers in 1985.
