partment and which might be transferred to other departments, and also supplies and equipment unsuitable for educational and vocational training and which should, therefore, be transferred to other use or sold as surplus. For places exempt from control of department commanders similar action will be taken by the chief of staff corps or department or operating service, or other senior officer responsible for the carrying out of the educational and vocational training program, at the respective exempted places.

9. Methods of purchase and of property accounting for equip ment and supplies furnished for educational and vocational training will be the same as now authorized for the Army in general. Where approved by the commanding officer, the purchasing officer at a post, camp, or station may designate the education and recreation officer or other suitable officer as agent to purchase supplies and equipment for educational and vocational training purposes for that camp, post, or station from funds allotted for this purpose

Distinguished marksmen and distinguished pistol shots.-The accompanying tables exhibit the names of the medal winners in the small-arms competitions held by the American Expeditionary Forces for the year 1919, of the members of the Army Cavalry Team, the Army Infantry Team, the National Individual Match and the National Pistol Match of the National Matches for the year 1919, and of the principals and alternates of the Army rifle teams of the National Matches since and including the year 1906 under the provisions of section III, Bulletin No. 29, as amended by section III, Bulletin No. 39, War Department, 1919, who, having won three authorized medals as specified in paragraph 342, Small Arms Firing Manual, 1913 (changed by C. S. A. F. M. No. 26), are transferred under the provisions of that paragraph to the classes of distinguished marksmen and distinguished pistol shots, respectively. Appropriate badges will be issued to them as prescribed in paragraph 344, Small Arms Firing Manual, 1913.
