They Panels shall use such report of the Technical Committee as may have been issued under Article 20.4 of this Agreement as the basis for their consideration of issues that involve questions of a technical nature. 6. The time required by panels will vary with the particular case. should aim to deliver their findings, and where appropriate, recommendations, to the Committee without undue delay, normally within a period of three months from the date that the panel was established. 7. To encourage development of mutually satisfactory solutions between the parties to a dispute and with a view to obtaining their comments, each panel should first submit the descriptive part of its report to the parties concerned, and should subsequently submit to the parties to the dispute its conclusions, or an outline thereof, a reasonable period of time before they are circulated to the parties to this Agreement. Following further consultations and negotiations since the last meeting of the Sub-Group, a revision of document MTN/NTM/W/211 - "Agreement on Government Procurement" is hereby circulated for consideration of the Sub-Group.
