2 5. ROBERT J. CASPERSON expressly understands that the Government's obligations under this Plea Agreement are 3 conditioned on his complete and truthful cooperation and performance of his other obligations under this Agreement. ROBERT J. CASPERSON further understands that this Agreement will provide him no protection whatever against prosecution for perjury or making a false statement in connection with his testimony or other obligations under this Agreement. 7 ROBERT J. CASPERSON recognizes that, if this Plea Agreement is breached, the United States expressly retains the right to withdraw from this Agreement and to prosecute fully all criminal violations established by the evidence, including perjury, subornation of perjury, and obstruction of justice. ROBERT J. CASPERSON expressly waives his right to challenge the initiation of additional charges against him arising out of the above-described conduct if he breaches this Plea Agreement. 6. The United States expressly reserves the right to speak to the Court at the time of sentencing pursuant to Rule 32(a) (1) of the Federal Rules of Criminal Procedure. The United States further reserves the right to provide to the Court and to the United States Probation office a statement of facts relating to all the criminal conduct for which ROBERT J. CASPERSON was responsible; and further reserves the right to correct and comment on any misstatements of fact made by ROBERT J. CASPERSON or his attorney in the course of the sentencing or other 7. The United States and ROBERT J. CASPERSON have previously reached agreements outlined in letters dated March 31, 1989, June 30, 1989; and September 22, 1989. These letters are attached hereto as Exhibits A, B, and C, respectively, and incorporated herein fully, except insofar as they are inconsistent with this Agreement, in which case this Agreement shall control. 8. The United States and ROBERT J.
