The poftmafter-general, his affiftant, deputies, and all to whom the mail fhall be entrusted, fhall take a certain oath 44 Any perfon obftructing, or retarding the mail, fhall be fined one hundred dollars; and any ferryman delaying the fame, fhall be fined not exceeding ten dollars for each half hour 45 The poftmafter-general fhall give public notice in newf-papers, before he makes a contract for carrying the mail, and fhall lodge the fame with the propofals in the office of the comptroller.
