Postal Savings Bonds.

31. A depositor may exchange the whole or any part of his deposits in sums of $20. or any multiple of $20 up to and including $500, for United States registered or coupon bonds bearing interest at the rate of 2 per cent. per annum, payable semi-annually, redeemable at the pleasure of the United States after one year from date of issue, and both principal and interest being payable 20 years from such date in United States gold coin. The exchange may be made as of January 1 and July 1 of each year.

32. A depositor desiring to convert his postal savings deposits into bonds on January 1 and July 1 of any year shall make application to the postmaster at least one month previously on a form which will be supplied in triplicate for the purpose. At the time of making application the depositor shall indorse and surrender postal savings certificates covering the amount of the bonds desired, and the postmaster will give him a receipt for the certificates. When the bonds applied for have been issued by the Secretary of the Treasury, he will forward them to the depositor. The exchange is considered as taking effect on the date when the bonds begin to bear interest (January 1 or July 1), and any yearly interest due on the certificates surrendered will be paid by the postmaster on or after that date.

33. Postal savings deposits which have been exchanged for bonds are not counted as a part of the maximum of $2500 allowed one depositor, and there is no limitation upon the amount of postal savings bonds which may be acquired by a depositor.

34. Postal savings bonds are exempt from all taxes or duties of the United States, as well as from taxation in any form by or under State, municipal, or local authority.

35. Postal savings bonds can be procured only by the surrender of postal savings deposits and will not be issued to persons who are not depositors, but whether in registered or coupon form they may, after receipt by the depositor, be sold or transferred at any time. A leaflet containing additional information concerning postal savings bonds may be obtained from the postmaster.

Transfer of Postal Savings Accounts From One Post Office to Another.

36. Arrangements have now been perfected by which postal savings accounts may be transferred from one post office to another in any part of the country. This privilege shall be accorded accounts which have been maintained for a period of not less than one year, and which the depositor contemplates maintaining at the new office for a similar period. It may be extended, however, in meritorious cases on the recommendation of a postmaster. The application of a depositor to transfer his account should be made on Form PS 612a, which must be accompanied by a recommendation of the postmaster on Form PS 611. Detailed instructions with regard to the manner of handling transfers of accounts will be furnished on the approval of the depositor's application.

LIST OF PRESIDENTIAL POST OFFICES IN PENNSYLVANIA WITH SALARIES OF POSTMASTERS.

The classification of post offices is fixed by law, and the Postmaster General has no discretion in the premises.

First, second and third-class postmasters are appointed by the President, subject to confirmation by the Senate, and are commissioned for four years. But if the revenues of third-class olives relegate them to fourth-class, the term of the incumbent appointed by the President ceases, and an appointment by the Postmaster General will be made.

The postmasters of the first, second and third-classes are paid annual salaries, graded in eren hundreds of dollars, and payable in semi-monthly payments to be ascertained and fixed by the Postmaster General from their respective quarterly returns to the Auditor for the Post Olice Department, or copies of duplicates thereof to the First Assistant Postmaster General, for the cal endar year immediately preceding the adjustment, based on gross postal receipts at the following rates, namely:

ness. Postmasters at offices of the third-class are allowed certain commissions on the money-order business. Money-order fees are not included as a part of the gross receipts in adjusting salaries. The gross receipts on which the postmaster's salary is based are the legitimate, normal receirts of the office, and any abnormal or illegal increase in the receipts, whether caused by the rost master or persons interested, will be disallowed in the adjustment of the salary of the postmaster. Fourth-class postmasters are appointed by the Postmaster General, and their term of tenure has no specified limit, and under the law their compensation consists of-

1. All the box-rents, if there are any.

2. Commissions on the amount of postage due stamps, ordinary postage stamps, stamped en velopes, postal cards and newspapers and periodical stanips cancelled on matter actually mailed at their offices, and on amounts received from sales of waste paper, dead newspapers, printed matter and twine sold, at the following rates: On the first $50 or less, 100 per cent.; on the next $100 er less, 60 per cent.; on the next $200 or less, 50 per cent.; on the excess above $350, 40 per cent. In no case is the compensation of a postmaster of this class to exceed $250 in any one quarter.
