The subcommittee met pursuant to notice at 9 a.m., in room 324, Russell Senate Office Building, Hon. Richard Stone (chairman of the subcommittee), presiding.

Present: Senators Stone, Zorinsky, Bellmon, Dole, and Lugar. Also present: Senator Clark.

STATEMENT OF HON. BOB DOLE, A U.S. SENATOR FROM KANSAS

Senator DOLE [presiding]. I think we have a couple of colleagues who have other commitments, and I am certain the other witnesses have. In the absence of the chairman, we can commence the hearings. The farm prices of agricultural commodities that are involved in export sales are largely determined by world markets. As long as other nations, who compete with us for these markets, offer deferred or special credit terms when we cannot, they will continue to sell more grain and the United States will sell commodities after their supply is totally committed.

This position of being a residual supplier because of not being able to compete for these sales, therefore, is reflected in lower prices at the farm. Farmers should not be denied the right to compete in these markets and the higher prices that could result. That, essentially, is the general thrust of all the bills we consider today, although they have somewhat different approaches.

We have perhaps four bills, plus general interest in the promotion of exports. I have introduced S. 2504, which extends credit to those who would sell exports on a deferred payment basis to importers. The Canadians sell wheat this way to the People's Republic of China.

Senator Lugar has an intermediate credit bill that will supplement the existing CCC credit program; and Senator Humphrey's and Senator Clark's bills, which are somewhat similar, make credits available for periods of 1 to 10 years, and also makes credits available to nonmarket economy countries.
