Section 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly, 'That the gov- Governor to ap ernor of this state shall appoint an adjutant general, with general. the rank of brigadier general, who shall keep his office at Rank. the capital of this state; and said office, with the rank afore- ofice at capital... said, shall be continued during the existence of the present Term of office. rebellion against the government of the United States, and so long thereafter, and no longer, as, in the opinion of the governor of this state, said office is necessary to the interest of the military affairs of the same.
§ 2. Said adjutant general shall be, ex-officio, chief of Chief of staff. staff to the governor, and inspector general of the state, and he shall discharge all duties incident or pertaining to said positions, as laid down and prescribed by the regulations for the government of the United States army.
