It has seemed wise to include also in this volume a systematic study of the Government of the United States. To have these studies in one volume will be appreciated on grounds of convenience and expense. In this work on the National Government the aim has been to center all study on the Constitution as the source. I make special acknowledgement of the very valuable assistance of Miss Bertha E.
