Dear Messieurs October 26, 1990D As regards financial services in the Uruguay Round, I am deeply concerned about recent developments relating to initial commitments' ' which trade people are taking initiatives in the Group of Negotiations on Services in Geneva. I would like to stress the importance to ensure the specificity of financial sector by completing the Annex before we start the process of initial commitments. It is quite obvious that, without relevant Annex, we cannot make any offer since, for example, the scope and mode of delivery of financial services have not yet been determined. Also, without relevant Annex that institutionalizes the interest of finance people, there will be a significant risk of allowing trade people to exercise main responsibility for financial services liberalizations. Therefore, I strongly believe that we should exert our efforts to persuade trade people of the necessity of appropriate Annex, as a basis for initial commitments.
