THE MESSAGES AND PROCLAMATIONS OF THE GOVERNORS OF IOWA COMPILED AND EDITED BY BENJAMIN F. SHAMBAUGH, A. M., PH. D. PROFESSOR OF POLITICAL SCIENCE IN THE VOLUME VI PUBLISHED BY THE STATE HISTORICAL SOCIETY OF IOWA IOWA CITY, IOWA 1904 To Doc 2, 16 From the COPYRIGHT 1904 BY THE STATE HISTORICAL SOCIETY OF IOWA PREFACE This volume of the "Messages and Proclamations of the Governors of Iowa" includes the messages and proclamations of Governor William Larrabee and Governor Horace Boies-two of the most remarkable of the long line of State Governors. The administration of Governor Larrabee (1886-1890) is characterized chiefly by an anti-railroad attitude and by a strong advocacy of prohibition as applied to the manufacture and sale of intoxicating liquors. On the other hand the administration of Governor Boies (18901894) is unique in that it is the only Democratic administration since the organization of the Republican party in 1856. BENJ. F.
