citizenship because they are not "assimiliable"? Who has defined assimilation? In what respect other than external appearance is the Japanese harder to assimilate than a native of Southern Europe?

There is something to be said for Dr. Gulick's scheme of limited and proportional immigration as applied to all races alike. To the free admission of genuine students, tourists, and merchants there can be no legitimate objection. Few of these remain permanently but these constitute practically all the "immigrants" that are now recorded from Japan. Some of the best jurists in Japan have doubted the right of their Foreign Office to draw class distinctions in granting travel passports. In the same way our constitution knows no distinction among aliens.

The important matter is that we use a civil tongue in making our wishes known.

GEO. VAN BUSKIRK

Los Angeles, Cal.

904 Hollingsworth Bldg. This department is one of grave importance to the grower. The director, Mr. Van Buskirk, is manager of the Fertilizer Department of the Mutual Orange Distributors, and will present matters relating to fertilizing through this section each month. Address all inquiries to Editor, Citrus Leaves, First Nat. Bank Bldg., Redlands.

DOES the orchardist pay sufficient attention to what he feeds his grove? The average grower often overlooks the fact that the production of his trees depends directly upon the amount of plant food made available to them. Many growers persist that they have "virgin soil" and need not fertilize. This idea is erroneous. Investigations prove that soils which have been worked for years, produce at a higher rate through proper fertilization than the so-called "virgin soils." Fertilization gives to the trees the specific foods they require. Now is the time to give serious thought to this problem. During the period of low prices we must depend on our production more than at any other time. Fertilization should be even heavier than during high price years.

Geo. Van Buskirk

Fertilizers have dropped in cost. Compared with prices of September 1st: blood has dropped 50%; tankage 40%; cottonseed meal 40%; fish meal 35%, sulphate of ammonia 35%; and nitrate of soda 27%. The drop is proportionally greater than that in the price of oranges!

Growers should act without delay. Intelligent fertilizing means better and greater production. This department stands ready to give advice or answer any questions pertaining to fertilizers. It also desires to co-operate with all growers in discussing questions of general interest. Facts about the proper types of fertilizer and present rates will be supplied. If you have met with particular success with one type, tell us about it so that we may give the information to others. Make this department the forum for the discussion of every angle of the fertilizing problem. Treat your trees right!

MANURE DATA

Manure prices have tumbled, although not as badly as most other fertilizers. At the present time they are about one-third cheaper than last summer. As yet there has been very little business except with local barnyard, but in another month we ought to begin seeing cars of manure along with the sidings. Prices will then adjust themselves. It is too early to say what the summer price will be.

I believe more growers are going to buy on the analysis basis as time goes on. It seems

to be the least speculative way of buying, since looks deceive. However, samples must be taken and anlyzed by a reputable chemist, for in this game the result all rests with the sample taken. It must therefore be uniform and characteristic of the car sampled.

At the present writing prices are around the neighborhood of $4.00 per unit nitrogen and four per cent of organic matter. These figures will serve as a check for present buyers. Nitrogen and organic matter are what we want so that if we pay for them and get what we pay for, there can be no kick from either side.

After all we get about what we pay for. In a higher price manure we are getting twice as much actual worth, let us say. In addition we are saving freight on tons of moisture and dirt, which we have to transport in any manure, but less in a high grade. Remember, moisture and dirt are not humus, so don't let us considee ail manure by weight is humus. Humus is only contained in the percentage of organic matter in the manure, which in ordinary barnyard runs about 25%.

Manure is good fertilizer but there is manure and MANURE.

The Orange

The orange is one of nature's finest gifts to man. Orange juice contains predigested food in a most delicious and attractive form, ready for immediate absorption and utilization.

The amount of food contained in a single large orange is about equivalent to that found in a half slice of bread, but it differs from bread in that it needs no digestion, while bread, before it can be used in energizing and strengthening the body, must undergo digestion for several hours. It is for this reason that oranges are so refreshing to an exhausted or feeble person. The sweeter the orange, the greater its food value.

But the energy value of the orange, which for an ordinary-sized orange, amounts to from 75 to 100 calories, is by no means its only value. Orange juice is rich in salts, especially in lime and alkaline salts, which counteracts the tendency to asidosis, that is always threatening sedentary people, hearty meat eaters, and those advanced in age.

One or two oranges taken at bed-time and on rising in the morning, are excellent means of stimulating bowel action. Oranges may be taken between meals with great benefit by feeble persons and those suffering from constipation. The delightful flavor and general stimulating influence of orange juice excites peristaltice activity, and so tends to prevent the accumulation of food residues in the colon which leads to putrefaction and autointoxication.-Good Health.

Japanese Oranges!

"Quite heavy consignments of Japanese oranges have been coming to Winnipeg recently, where they have been sold in competition with oranges of the cheaper grade from California. They are packed in crates containing from 55 to 70 oranges each, two crates tied together constituting what is known as a bundle. These bundles cost delivered at Winnipeg about $1.85 and wholesale at $2.00 to $2.50. Retailers obtain about $3.25 a bundle. The oranges are small, but thus far have been generally satisfactory. California fruit has been very dear until the month of December, when there was a sudden drop in the price of oranges from about $14 a box of the best grade to $7.50 and $7.75 retail."-Consul General J. I. Brittain, Winnipeg, Manitoba, in Commerce Reports.

The citrus crop is the most important one in Sicily. It consists principally of lemons, oranges, both bitter and sweet, and mandarins. Of the 59,901 tons of lemons exported through Palermo in 1919, 32,602 tons went to the United States. Throughout 1919 Sicilian producers held out for high prices, which enabled them to pay the increased labor and irrigation charges and still make handsome profits. The exporters had a very successful year, according to Consul Louis Dreyfus, stationed at Palermo, Italy.

The United States is, and has been, the most important market for Sicilian lemons. For some time there has been practically no shipments of oranges as the American market is largely supplied by California and Florida.

About 25% of the Sicilian lemon crop is used in the manufacture of by-products, as citrate of lime, concentrated lemon juice, citric acid, tartaric acid and similar products. Citrate of lime, which is the juice of the lemon preserved in lime, was all bought up by the Camera Agrumaria and resold by them. This kept up the price and reduced surplus stocks. There are two Italian factories producing citric acid-one in Casale, northern Italy, and the other in Palermo.

Will It Come to America?

According to Commercial Attache Feely, dated January 14, the wheat crop of Argentina is now expected to reach 5,000,000 tons, with an exportable surplus of 3,200,000 tons. The estimate of the linseed crop is placed at 1,000,000

tons.

a decrease in consumption of all but absolute essentials, high rail rates from Southern California to Eastern markets, and increased competition with foreign oranges, California orange growers are special need of both protective tariff and of steamship connections with Eastern seaports, so as to reduce the present high rail cost of Transportation.

in

E. S. Pauly

The need at the present time for both tariff and transportation relief is particularly great because of the present demoralization of foreign exchange.

Imports of foreign oranges during the second quarter of 1920 increased 160 per cent over the first quarter of the year. If this movement is permitted to continue orange growers of this state may face the loss of their crops as have the lemon growers.

A careful study of production costs shows that, under the most favorable conditions, every box of oranges produced in the state of California represents an investment of not less than $22.04, divided as follows:
