NOTE-The Stowe Manufacturing Co. refused to sign contract and bond when presented to it. The next lowest bid, that of the Ellicott Machine Co., was considered reasonable, and the award to that bidder was the method most economical and advantageous to the Government. The award was made to the lowest responsible bidder for the best and most suitable article.

Abstract of proposals for constructing and furnishing one self-propelling steam derrick lighter, at Fishermans Point, Guantanamo Bay, Cuba.

(1) The Snare & Triest Co., 39 Cortlandt street, New York, N. Y., $16,500, includes 5,000-gallon tank. For 10,000-gallon tank add $200. For installing a surface condenser outfit, add $750. Time, four months. The price of $16,500 was based on several modifications made by bidder, which materially reduced the cost of construction and limited its capacity.

(2) William L. Miller, 19 Milk street, Boston, Mass., $18,000. For additional 5,000-gallon tank add $350. For installing a surface condensing outfit, $1,175. Speed to be not less than 4 miles per hour. The bids were recommended to be rejected and contract was made with William L. Miller, in open market, for construction of steam lighter for $16,000, in accordance with the original specifications. with minor modifications.

The contract was approved by the Chief of Engineers, April 29, 1905; work was begun May 1, 1905, tc be completed July 1, 1905.
