These are the rates at which work has been done by the Commissioners under contracts and extensions of the board of public works, the medium of payment being District 3.65 bonds. In the consideration of the question of these rates of the late board of public works, the printed evidence taken before the joint investigating committee of the Fortythird Congress, as well as the record of the action of the board of public works, in general and in particular cases, have been examined. The result is given in the following table, which gives the board rates as they have been ascertained and adhered to in the engineer's office: Rock excavation.... This price has been allowed when contractors have furnished the gravel at their own expense, or obtained the material from excavation, where they were obliged to handle it twice.
