Mr. YATES. Next we have the PADC. This is the hearing on the budget for the Pennsylvania Avenue Development Corporation for fiscal year 1987. Appearing in support of the budget is Mr. Henry A. Berliner, Jr., Chairman; Mr. Brodie, Executive Director; and Mr. Milin, Financial Manager. Mr. Berliner, I am sure, has a statement that may be received for the record at this point.

I will be glad to hear what you have to say.

OPENING REMARKS

Mr. BERLINER. I would like to introduce Anne Hartzell, who comes to us from the National Gallery of Art, and she is our Director, Corporate Affairs.

Mr. Chairman, other than just the remarks already introduced, our total budget request is $6,211,000, of which the public development component is $3,774,000; salaries and expenses, $2,437,000. The public development request, the bulk of it, approximately three million, is for pedestrian lights and construction management relating to public improvement and engineering; also included is an amount of $750,000 to recover the economic value of the down-zoning of the Lansburgh building which will be offered for residential public competition development this year.

The salaries and expenses request is five percent more than last year, of which most is actually inherent in raises that are required, and the remainder has to do with the need for some additional office supplies and equipment.

We are not requesting any new budget authority for land acquisition, relying on earned revenues from land sales and leases.

One final point, there is a large area on Pennsylvania Avenue, on the south side, known as the Great Plaza site, that is now a parking lot right next to the District Building, and we would hope that the Congress would give some attention to the need for Federal office space over the next three or four years, and the possibility that one of our cabinet departments, such as Justice or Treasury, in all of the various locations, spread out through this city, might work with PADC to fill that parking lot. We believe that a new building there would be a fitting addition to Pennsylvania Avenue.
