ACCESSION of the Kingdom of Sweden to the Venice Sanitary Convention of March 19, 1897, and to the Declaration Additional thereto of January 24, 1900. December 9, 1900.

IN compliance with the instructions of my Government, I have the honour to acquaint your Excellency that, in accordance with Article III of the International Sanitary Convention of Venice of the 19th March, 1897,* the Government of His Majesty the King of Sweden and Norway acceded, on the 9th December last, on behalf of the Kingdom of Sweden, to the above Convention, as well as to the Additional Declaration of the 24th January, 1900,† and that it has at the same time taken note of the contents of the procès-verbal recording the deposit of the ratifications of the above-mentioned Convention, completed at Rome, the 31st October, 1899.‡

In transmitting herewith an authentic copy of the abovementioned Record of Accession, I avail, &c.

Record of Accession.

COSTA.

His Majesty the King of Sweden and Norway, desiring to avail himself of the power which is reserved by Article III of the International Sanitary Convention of Venice of the 19th March, 1897, has resolved to accede to it for the Kingdom of Sweden. His Majesty has nominated as Plenipotentiary for this purpose M. le Baron Bildt, his Envoy Extraordinary and Minister Plenipotentiary at the Court of His Majesty the King of Italy, who, after having deposited his full powers, which were found to be in good and due form, declared as follows:

His Majesty the King of Sweden and Norway accedes, for the Kingdom of Sweden, to the International Sanitary Convention which was concluded at Venice on the 19th March, 1897, with the Annex, as well as to the Declaration attached thereto, which was signed at Rome on the 24th January, 1900. * See Page 442. He takes note at the same time of the statements relative to the said Convention, which are contained in the procès-verbal of deposit of the ratifications, completed at Rome on the 31st October, 1899.

The Minister for Foreign Affairs of the Kingdom of Italy, the Marquess Visconti-Venosta, in the name of the Signatory States of the Convention, of the Declaration, and of the proces verbal above cited, takes note of this Declaration of accession.

In faith of which the Undersigned have drawn up the present Act, which they have sealed with their seals.

SWITZERLAND.

ADDITIONAL ARTICLES to the Postal Convention between Great Britain and Switzerland, dated London, October 31. 1868.* (Telegraph Money Orders.) Signed at London, January 17, and at Berne, January 22, 1900.†

THE Postmaster-General of the United Kingdom of Great Britain and Ireland and the Director-General of Posts of Switzerland have agreed as follows:

ART. I. Telegraph Money Orders for sums not exceeding the maximum amount allowed in the case of ordinary Money Orders shall be exchanged between Switzerland and the United Kingdom of Great Britain and Ireland.

II. The sender of a Telegraph Money Order shall be required to pay, in addition to the commission to be fixed and retained by the country of origin, the cost of a telegram of advice from one country to the other.

III. The telegram of advice shall be in the French language, and shall be forwarded from the office at which the order is issued to the office at which it is payable, the following form being adopted :

Name of the remitter or remitters, in accordance with the regulations for ordinary money orders.

+ Amount in figures and words in the money of the country of payment. Name and address in full of the payee or payees, in accordance with the regulations applying to ordinary money orders.

IV. The Telegraph Money Orders, or the corresponding advices of the same, shall be delivered to the payees in accordance with the provisions of Articles LXV and XLVII of the Service Regulations applying to the International Telegraph Convention (Revision of Budapest).

V. As in the case of ordinary Money Orders, the Administration of the country of issue shall account to the Administration of the country of payment for one-half of 1 per cent. on the amount of Telegraph Money Orders paid. To this end, the Telegraph Money Orders shall be entered separately by the respective Offices of Exchange at the end of the Advice Lists for ordinary Money Orders with the heading "Advised by Telegraph."

VI În cases of fictitious Orders in which it may be impossible to determine in which country a fraud may have been committed, or in cases of fraud or error in connection with the transmission of telegrams of advice over the telegraph lines of intermediate countries or cable companies, the responsibility for any losses involved shall be shared equally by the Swiss and British Postal Administrations.

VII. In other respects Telegraph Money Orders shall be subject to the same general conditions as ordinary Money Orders.

The provisions of the above-mentioned Articles shall come into operation on the 1st day of February, 1900.
