RESOLUTIONS

Advertising―The City of Richmond.

Approved September 16, 1910.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That a Special Joint Committee to consist of the President of each branch of the Council, two members from the Board of Aldermen, three members from the Common Council, to be appointed by the Presidents of the respective bodies, and the Mayor, be, and are hereby appointed for the purpose of advertising the resources and business advantages of the City of Richmond. All bills for the cost of such advertising shall be audited by said Committee, and when so audited and certified by the Chairman of said committee shall be paid out of any funds now available or hereafter appropriated for the purpose of advertising the resources and business advantages of the City of Richmond.

Bridge-Across James River.

Approved October 25, 1910.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the Committee on Streets be and they are hereby authorized to receive competitive designs, specifications and bids for the erection of a reinforced concrete bridge over and across James River at or about the location of the present Mayo Bridge, said structure to be not less than sixty feet in width, and to cost with approaches a sum not in excess of $350,000.00.

Encroachment-Franklin Street.

In force October 29, 1910.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring:

1. That the encroachment of about three inches in Franklin street of the building located at the southwest intersection of Franklin and Eighth streets, be and the same is hereby allowed to continue unmolested, provided that should it become necessary for the owner of said building on account of decay, or for any other cause or purpose, to pull down the said building, the northern wall of which encroaches in Franklin street, then and in that event the City of Richmond may require all new improvements on said lot to be erected so as not to encroach in Franklin street.

2. That a resolution of the Council of the City of Richmond, relating to said encroachment, which became effective on July 21, 1910, be and the same is hereby repealed.

Sidewalk-North Side Oakwood Avenue-Oakwood Jewish Cemetery.

Whereas, The trustees of the Oakwood Jewish Cemetery, situated on the north side of Oakwood avenue, have agreed to give the City of Richmond the necessary ground to open the sidewalk on the north line of Oakwood avenue, in front of their property, to a width of ten (10) feet, provided the City will, without cost to them, remove and rebuild the little . Mortuary chapel, and place the necessary iron fences, as shown by the accompanying blue print, now therefore be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the Committee on Streets be, and they are hereby directed to expend not exceeding the sum $350.00 for widening the sidewalk in front of the Oakwood Jewish Cemetery on the north side of Oakwood avenue, so as to bring the sidewalk opposite said property to the full width of the sidewalk as shown by plan on file in the City Engineer's office, a blue print copy of which is attached to the draft of this resolution, and charge said expense to account "Opening and widening streets, including new Lester Street."

Arbitration-City of Richmond-Virginia Railway and Power Company.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the Committee on Streets, on the recommendation of the City Engineer, be, and they are hereby expressly authorized and directed to appoint some suitable disinterested person to act as arbitrator on behalf of the City of Richmond in an arbitration, the object of which shall be to settle and determine the terms and conditions upon which the City of Richmond shall use and occupy the poles of the Virginia Railway and Power Company, and upon what terms and conditions the said Company may use and occupy the poles of the City of Richmond; the Board of Arbitrators for that purpose to be appointed, organized and act under the terms and conditions provided in section 4 of chapter 88 of Richmond City Code 1899, embodied in Richmond City Code 1910, as section 4 of chapter 40, the compensation of such arbitrator so to be appointed to be fixed by the Committee on Streets; and the compensation of the third arbitrator, whose appointment is provided for by section 4 of said chapter, to be the same as that of the one hereby authorized to be appointed, one-half of which last mentioned compensation shall be paid by the City of Richmond and the ather half by the Virginia Railway and Power Company.

Land for Opening Street Intersecting with Main, Lester and Poplar Streets.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the resolution approved May 17, 1910, directing the City Attorney to acquire so much of the land as is not now owned by the City of Richmond, necessary for the opening of a street intersecting with Main, Lester and Poplar streets and extending in a southerly direction to the intersection of Lester and Nicholson streets, in accordance with a plan on file in the office of the City Engineer, dated January, 1909, be and the same is hereby modified and amended so that the location of the said street shall be in accordance with the plan attached to the draft of this resolution, shown between red lines, said plan in nowise, however, to affect or alter the location of the said street abutting on or adjacent to the properties of E. F. Watson, the Old Dominion Steamship Company and Isaac Davenport, Jr.

Acquisition of Land for Public School Purposes.

Approved November 21, 1910.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City School Board be and they are hereby directed to acquire for school purposes the lot of land located and described as 66 feet fronting on the east side ofBainbridge street between Tenth and Eleventh streets (Washington Ward), with a depth of 155 feet and situated between the public school property and the lot recently purchased by the Board of Fire Commissioners, and the sum of one thousand three hundred and twenty dollars is hereby appropriated for saidpurpose.

Land to Widen Seventh Street.

Approved November 21, 1910.

Be it resolved by the Council of the City of Richmond, the Board of Aldermen concurring, That the City Attorney be and he is hereby directed to acquire by gift, purchase, condemnation or otherwise, land to widen Seventh street on the west side between McDonough and Semmes streets (Washington Ward) for an additional width of twenty feet. The cost to be charged to account Opening and widening streets, including New Lester street.

But before any concluded action is taken, he is to report the cost or costs at which said land can be obtained to the Committee on Finance and the same is to be approved by them.
