Ordered, That the Clerk deliver said resolution to the Assembly and request their concurrence therein.

Mr. E. R. Brown offered the following:

In view of the large number of New York men now in service and going into service, the unavoidable delay in many cases of the National government to pay to dependents of such men the part of their pay assigned and the obligation of the State to protect the families and dependents of the officers and men in service;

Resolved (if the Assembly concur), That the Governor be respectfully requested to make the appointments authorized by chapter 807 of the Laws of 1917 to the patriotic fund, and organize that body to insure such relief.

The President put the question whether the Senate would agree to said resolution, and it was decided in the affirmative.

Ordered, That the Clerk deliver said resolution to the Assembly and request their concurrence therein.

Pursuant to the provisions of chapter 130 of the Laws of 1917, the Attorney-General transmitted to the Senate the report in the matter of the appropriation of lands at Rockaway beach.

Mr. E. R. Brown moved that said report be laid upon the table and printed.

The President put the question whether the Senate would agree to said motion, and it was decided in the affirmative, as follows:

Mr. Towner offered the following:

Whereas, The New York State camp in the town of Beekman, in the county of Dutchess, is conveniently located and accessible to the port of New York; and,

Whereas, The site of such camp on account of its location in the up-lands, in a region famed for its health-giving character, is peculiarly suited for treatment of injured or convalescent soldiers; and,

Whereas, Such camp is fully equipped for camp purposes, with a complete system of pure and wholesome water; and,

Whereas, Such camp is not now being used by the State for military or other purposes; and,

Whereas, The use of such camp has heretofore been tendered to the Federal government for military purposes by the AdjutantGeneral,

Resolved (if the Assembly concur), That the Legislature recommend that the tender of such camp by the Adjutant-General to the Federal government be renewed for the purposes of its use by the Federal government for a convalescent hospital, for temporary or permanent training of troops or for such other military purposes as to the Federal authorities may seem proper.

Ordered, That said resolution be referred to the committee on

war measures.

The Assembly returned the Senate bill (No. 1136, Int. No. 733) entitled “An act to amend chapter seven hundred and fortyseven of the Laws of eighteen hundred and ninety-six, entitled 'An act to revise and consolidate the several acts in relation to the city of Kingston, to revise the charter of said city, and establish a city court therein and define its jurisdiction and powers,' generally," with a message that they have concurred in the passage of the same.

Ordered, That the Clerk transmit said bill to the mayor of the city of Kingston for a hearing, pursuant to the provisions of the Constitution.

The Senate bill (No. 1216, Int. No. 873) entitled "An act to amend chapter twenty-six of the Laws of eighteen hundred and eighty-five, entitled 'An act to revise, amend and consolidate the several acts in relation to the city of Syracuse, and to revise and amend the charter of said city,' in relation to the manner of voting at elections in said city," was returned by the mayor of the city of Syracuse, with a certificate that a public hearing has been duly held on said bill in pursuance of law, and that the mayor and local legislative body have duly accepted the same.

Ordered, That the Clerk deliver said bill to the Governor.

The Assembly returned the Senate bill (No. 564, Assembly Reprint No. 1508, Int. No. 515) entitled "An act to amend the Education Law, in relation to patriotic instruction and citizenship."

Ordered, That the Clerk deliver said bill to the Governor. The Assembly returned the Senate bill (No. 655, Int. No. 92) entitled “An act to amend chapter eight hundred and thirteen of the Laws of nineteen hundred and seventeen, entitled 'An act to define the policy of the State of New York in relation to the production, supply and control of the distribution of the necessaries of life, to insure an adequate supply thereof at a reasonable price, to prevent unreasonable profits by reason of speculation, to extend such policy in aid of the national government in providing for the national security and defense, to amend the Farms and Markets Law in relation to markets in cities, and to transfer the powers and duties conferred on a commission by chapters two hundred and five and five hundred and six of the Laws of nineteen hundred and seventeen to the commission created by this act,' in relation to the power of the State Food Commission to fix the difference between the purchase and selling price of necessaries so as to prevent excessive profits.'

Also, Senate bill (No. 1267, Int. No. 141) entitled "An act to amend the Public Buildings Law, in relation to the management and maintenance of the Herkimer Home, and repealing certain acts in connection therewith."

Also, Senate bill (No. 145, Int. No. 144) entitled "An act to amend the Town Law, in relation to the collection and disposition of garbage and ashes.”

Also, Senate bill (No. 1104, Int. No. 913) entitled “An act to amend the Village Law, in relation to the disposal of garbage and rubbish."

Also, Senate bill (No. 589, Int. No. 535) entitled "An act to amend the County Law, in relation to the salary of the county judge and surrogate of Oswego county."

Also, Senate bill (No. 981, Int. No. 259) entitled "An act to amend the Penal Law, in relation to overhearing telephone conversations," with a message that they have concurred in the passage of the same.

Ordered, That the Clerk deliver said bills to the Governor. Mr. E. R. Brown moved that the Senate do now adjourn. The President put the question whether the Senate would agree to said motion, and is was decided in the affirmative.

Whereupon, the Senate adjourned.

Mr. Wagner introduced a bill (Int. No. 1203) entitled "An act to amend the Education Law, in relation to examinations in colleges," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Wagner, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. Walters introduced a bill (Int. No. 1204) entitled "An act to amend the Insurance Law, in relation to power of guaranty companies to guarantee Federal land banks against loss," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Walters, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. Ottinger introduced a bill (Int. No. 1205) entitled "An act to amend the Stock Corporation Law, in relation to reduction of capital stock," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Ottinger, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on the judiciary, retaining its place in the order of third reading.

Mr. Wicks introduced a bill (Int. No. 1206) entitled "An act to amend the Highway Law, in relation to the maintenance of the pavement and shoulders of the approaches to canal bridges, located on the line of any State or county highway," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Wicks, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on internal affairs of towns, counties and public highways, retaining its place in the order of third reading.

Also, a bill (Int. No. 1207) entitled "An act to amend the

Conservation Law, in relation to docks and dams," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Wicks, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on conservation, retaining its place in the order of third reading.

Mr. Walters introduced a bill (Int. No. 1208) entitled "An act to amend the Code of Civil Procedure, in relation to an action to declare a marriage void," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Walters, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. Sage introduced a bill (Int. No. 1209) entitled "An act making an appropriation for Minnie C. Hullar to compensate her for loss of services and expenses incurred by reason of disease contracted while in the employ of the State," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Sage, and by unanimous consent, the rules were suspended and said bill ordered to a third reading.

Mr. Wellington introduced a bill (Int. No. 1210) entitled "An act to provide for the acquisition by the State of the bridge over the Hudson river of the Troy and West Troy Bridge Company, and making an appropriation therefor," which was read the first time, and by unanimous consent was also read the second time.

On motion of Mr. Wellington, and by unanimous consent, the rules were suspended and said bill ordered to a third reading and referred to the committee on finance, retaining its place in the order of third reading.

Mr. Walton introduced a bill (Int. No. 1211) entitled “An act making an appropriation for completing the bridge over Rondout creek, between Sleightsburgh and the city of Kingston, constituting a part of State highway route number three," which was read the first time, and by unanimous consent was also read the second time.
