H. R. 3714. George Meredith, aged 62 years, whose post-office address is Millerstown, Ky., is the helpless and dependent son of Alexander Meredith, late a private, Company I, Twenty-seventh Regiment Kentucky Infantry, from February 1, 1862, to March 29, 1865, who was a pensioner under certificate No. 244277 at the rate of $12 per month, and who died December 27, 1907.

The applicant's parents were married January 3, 1866. The nother died October 19, 1900. After her death soldier married Martha E., who is now pensioned under XC2695507. Applicant has no title to pension under existing laws for the reason he attained the age of 16 years prior to the soldier's death.

The medical and other evidence filed in support of this bill indicates that applicant is the legitimate son of the soldier and that he has required the regular aid and attendance of another person all his life by reason of idiocy and that he has been adjudged an insane person by the circuit court of the county in which he resides.

It also appears that he has no means or property of any description and, aside from $37.50 per annum State and county aid, he is dependent upon charity for sustenance and shelter. No one is legally bound to his support.

It is recommended that his name be placed on the pension roll at the rate of $20 per month.

H. R. 3715. Jim Meredith, aged 66 years, whose post-office address is Millerstown, Ky., is the helpless and dependent son of Alexander Meredith, late a private, Company I, Twenty-seventh Regiment Kentucky Infantry, from February 1, 1862, to March 29, 1865, who was a pensioner under certificate No. 244277 at the rate of $12 per month and who died December 27, 1907.

The applicant has no title to pension under existing laws for the reason he attained the age of 16 years prior to the death of the soldier.

The medical and other evidence filed in support of the bill indicates that applicant is the legitimate son of the soldier and that he has required the regular aid and attendance of another person all his life by reason of idiocy and that he also suffers from nephritis.

It also appears that he has no means or property of any description. and, aside from $37.50 per annum State and county aid, he is dependent upon charity for sustenance and shelter. No one is legally bound to his support.

It is recommended that his name be placed on the pension roll at the rate of $20 per month.

H. R. 3758. Milo Elam Stevens, aged 57 years, whose post-office address is 214 Hastings Street, Alma, Mich., is the helpless and dependent son of Lafayette Stevens, late a private, Company L, Eighth Regiment Michigan Cavalry, from March 7, 1863, to June 3, 1865, who was a pensioner under certificate No. 350197 at the rate of $72 per month and who died July 19, 1925.

The parents of this applicant were married August 1, 1883, and the mother is now pensioned as the soldier's widow at the rate of $40 per month under certificate No. 966911. This applicant has no title

to pension under existing laws because of the fact that he attained the age of 16 years prior to the soldier's death.

The medical and other evidence filed in support of the bill indicates he is the legitimate son of the soldier and has been a helpless person requiring the constant aid and attendance of another person since about the age of 42 years by reason of epilepsy resulting from cerebral meningitis.

He has no means or property or income from any source, and is dependent upon persons not legally bound to his support for sustenance and shelter.

It is recommended that his name be placed on the pension roll at the rate of $20 per month.

H. R. 3804. Lelia M. Marple, aged 65 years, whose post-office address is Burnsville, W. Va., is the widow of John M. Marple, late a private, Company A, Tenth Regiment West Virginia Infantry, from March 13, 1862, to August 9, 1865, and who died June 27, 1926.

Applicant and the late soldier were married January 23, 1913. Applicant has no title to pension under any law for the reason that the soldier's death was not due to his service and she did not marry him prior to June 27, 1905.

She is now pensioned as his widow at the rate of $20 per month under XC2742330 by a special act of Congress approved May 24, 1928. The medical evidence filed in support of this bill indicates applicant is unable to earn an adequate support by reason of her age.

The evidence also shows that she has title to a residence property valued at $1,000, and a one-fifth interest in farm land, the gross annual income from which is $120. It does not appear she has other means or property or income from any other source except her pension. No one is legally bound to her support.

It is recommended her pension be increased to $30 per month.

H. R. 3805. Rachel M. A. C. Frum, aged 76 years, whose post-office address is 104 Grant Street, Clarksburg, W. Va., is the widow of Jerome C. Frum, late a private, Capt. N. Allstop's company of independent scouts, West Virginia State troops, from December 10, 1863, to December 9, 1864, who was a pensioner under C2604900, by the provisions of a special act of Congress approved June 9, 1930, at the rate of $50 per month, and who died March 31, 1937.

Applicant and the late soldier were married July 1, 1880, and the evidence filed in support of the bill indicates she is his legal widow. She has no title to pension as such under existing laws for the reason that the organization in which the soldier served was organized for State purposes and was not mustered into the service of the United States. It did, however, become an integral part of and cooperate with the Federal Army during the period indicated and the State was reimbursed by the United States for the soldier's service, which under the rules and practice of your committee gives applicant status for favorable action on a bill for a pension by special act of Congress.

The medical evidence presented indicates that she is wholly unable to contribute to her own support by reason of weakness and general senile changes.

She has title to a residence property valued at $1,600 which provides her a home but which yields her no income. It does not appear

that she has other means or property or income from any source or that anyone is legally bound for her support.

It is recommended that her name be placed on the pension roll at the the rate of $30 per month.

H. R. 3824. Caroline Hoffman, aged 91 years, whose post-office address is route No. 2, Brunswick, Ohio, is the widow of Valentine Hoffman, late a private, Eighth Battery Ohio Light Artillery, from August 15 to October 17, 1864, who was a pensioner under certificate No. 496175, now XC911250, at the rate of $50 per month, and who died June 17, 1922.

Applicant and the late soldier were married November 18, 1868, and the evidence filed in support of the bill indicates she is his legal widow. She has no title to pension as such under existing laws for the reason that he did not render 90 days' service in the Civil War and was not discharged on account of a disability incurred in the service and line of duty. He was, however, pensioned for a disability incurred in service and line of duty which, under the rules of this committee, gives applicant a status for pension by a special act of Congress.

The medical evidence presented indicates that applicant requires the constant aid and attendance of another person because of arthritis deformans of right leg and hip and senility.

She has title to 25 acres of farm land valued at $2,660, encumbered by a mortgage in the sum of $4,100, which yields very little income after the interest and fixed charges are paid."

It is recommended that her name be placed on the pension roll at the rate of $30 per month.

H. R. 3859. Mildred Mabel Metts, aged 55 years, whose post-office address is post-office box 177, route No. 2, San Diego, Calif., is the former widow of Thomas Moore, late a private, Company G, Seventh Regiment, and Company L, First Regiment, Missouri Cavalry, from July 30, 1862, to June 13, 1865, who was a pensioner under certificate No. 591649 at the rate of $50 per month, and who died March 1, 1923.

Applicant and the late soldier were married March 13, 1908, and the evidence filed in support of the bill indicates she is his legal former widow. She has no title to pension as such under existing laws for the reason that she did not marry him prior to June 27, 1905.

A child of the soldier by this applicant was pensioned under certificate No. 944784 (now XC2675317) until the date she attained the age of 16 years, January 11, 1926.

The medical evidence presented indicates that applicant is about 50 percent disabled by reason of hypertension, chronic sinusitis, varicose veins, arthritis, and obesity.

She has no means or property or income from any source except her earnings doing domestic work. No one is legally bound to her support.

It is recommended that her name be placed on the pension roll at the rate of $20 per month and that the rate be increased to $30 per month from and after the date she shall have attained the age of 60 years, which fact shall be determined by the submission of satisfactory evidence by the beneficiary to the Veterans' Administration.

H. R. 3963. Martha C. Howe, aged 93 years, whose post-office address is 16 East Washington Street, Freeport, Ill., is the widow of John Howe, late a musician, Company B, Ninety-third Regiment Illinois Infantry, from August 12, 1862, to March 10, 1863, and from May 7 to October 28, 1864, and who died July 24, 1922.

Applicant and the late soldier were married November 4, 1866. She is now pensioned as the soldier's widow at the rate of $40 per month under certificate No. 923106.

The medical evidence filed in support of this bill indicates applicant is in condition to require the regular aid and attendance of another person by reason of affliction from chronic gastritis, arthritis with partial ankylosis of knees and elbows, general debility, and senile dementia.

It does not appear she has means or property or income from any source except her pension. No one is legally bound to her support. It is recommended her pension be increased to $50 per month.

H. R. 4008. Jessie Myrtle Bennett, aged 55 years, whose postoffice address is Fort Branch, Ind., is the helpless and dependent daughter of Jonathan Bennett, late a private, Company H, Eighth Regiment Indiana Cavalry, from February 20, 1864, to July 20, 1865, who was a pensioner under certificate No. 470029 (now XC891210) at the rate of $100 per month, and who died February 24, 1934.

The parents of this applicant were married August 18, 1875, and the mother died August 12, 1915. Applicant has no title to pension under existing laws for the reason that she attained the age of 16 years prior to the soldier's death.

The medical and other evidence presented indicates that she is the legitimate daughter of the soldier and that she has been a mentally incompetent person requiring the regular aid and attendance of another person all her life by reason of imbecility. She has the mental age of about 3 to 4 years.

She has a one-fourth interest in property of the gross value of $500. It does not appear she has other means or property or income from any source or that there is anyone legally bound to her support. She is dependent upon charity for sustenance and shelter.

It is recommended that her name be placed on the pension roll at the rate of $20 per month.

H. R. 4023. Effie T. McElhiney, aged 74 years, whose post-office address is 109 East Park, Brookfield, Mo., is the widow of Robert T. McElhiney, alias Robert McElhaney, whose military history is set forth in an excerpt of a report from the records of the Comptroller General's Office, as follows:

The records on file in this Office show that one Robert McElhaney, late a private, Capt. C. B. Owens' company, Missouri Home Guards, was paid on an individual voucher for actual service from June 11 to August 11, 1861, 1 month, as allowed by the commission held at St. Louis, under General Order No. 64, of March 16, 1863. The payment referred to above was made by William Patten, additional paymaster, United States Army, on July 21, 1865.

Robert or Robert T. McElhaney or McElhinney, late a private, Capt. G. H. Rumbaugh's company of Cavalry (Berry's battalion), Thirteenth Regiment Missouri Volunteers, was paid for his services from enlistment, August 28, 1861, to include October 26, 1862, 1 month and 28 days, on a detachment muster-out roll, dated St. Joseph, Mo., October 26, 1861. The payment referred to above was made by M. L. Bundy, paymaster, United States Army.

The soldier died August 7, 1930. He was never a pensioner. A special act of Congress granting him a pension of $50 per month was approved February 17, 1931, but was inoperative because of his death prior to that date. His file was numbered SC1004189. He and this applicant were married September 15, 1886, and the evidence filed in support of the bill indicates that she is his legal widow. She has no title to pension as such under existing laws for the reason that the soldier's service covered a period of less than 90 days. He did, however, render more than 80 days' service and your committee has heretofore given favorable consideration to claims of this character and under the circumstances does not hesitate to give this applicant a pensionable status.

The medical evidence presented indicates she is in condition to require the aid and attendance of another person by reason of affliction from asthma and chronic arthritis.

She has title to 40 acres of land valued at $2,000, with an indebtedness of $700, and an annual income of less than $100. It does not appear that she has any other means or source of income. No one is legally bound to her support.

It is recommended that her name be placed on the pension roll at the rate of $30 per month.

H. R. 4152. Bell D. Owen, aged 61 years, whose post-office address is Rural Route 5, Cleveland, Tenn., is the former widow of Phillip A. Qualls, late a private, Company D, Seventh Regiment Tennessee Mounted Infantry, from November 14, 1864, to July 27, 1865, who was a pensioner under certificate No. 489143 (now XC2638117), at the rate of $90 per month, and who died October 8, 1929.

Applicant and the late soldier were married May 18, 1907. She has no title to pension under existing laws because she did not marry him prior to June 27, 1905. However, a child of the late soldier and this applicant was pensioned until she attained the age of 16 years on November 22, 1931. Subsequent to the death of the soldier of record, the applicant married one Ben G. Owen and this marriage was dissolved by a decree of divorce on October 14, 1937, and evidence presented to your committee indicates she is the legal former widow of the soldier of record.

The medical evidence presented indicates that applicant is wholly unfitted for self-support by reason of neurasthenia, vertigo, insomnia, and nervous exhaustion.

She has title to 60 acres of unproductive slate land on which there is a three-room rough-lumber cabin, all of which is assessed for taxable purposes in the sum of $300. She has no other means or property or income from any source, and her only income is from the produce she can raise in her small garden. She is in necessitous circumstances and is dependent upon charity and products distributed by the Government relief agency for sustenance. No one is legally bound to her support. It is recommended that her name be placed on the pension roll at the rate of $30 per month.
