recurrent appendicitis, rheumatism, and disabilities resulting from operation for removal of epithelioma.

The evidence further shows that she has no property or means or income from any source except such meager sums as she can earn by her own manual labor. No one is legally bound to her support.

It is recommended that her name be placed on the pension roll at the rate of $20 per month and that the rate be increased to $30 per month from and after the date she shall have attained the age of 60 years, which fact shall be determined by the submission of satisfactory evidence by the the beneficiary to the Veterans' Administration.

H. R. 2708. Isabel Lawhorn, aged 49 years, whose post-office address is Rugby, Tenn., is the former widow of McKager Lawhorn, late a private, Company C, First Regiment Kentucky Cavalry from August 20, 1863, to September 30, 1865, who was a pensioner under certificate No. 835814 at the rate of $72 per month, and who died January 30,

1924.

Applicant and the late soldier were married February 9, 1914, and the evidence filed in support of the bill indicates she is his legal former widow. She has no title to pension as such under existing laws because she did not marry him prior to June 27, 1905.

Three children of soldier by this applicant were pensioned under XC2842364 until they severally attained the age of 16 years, the last on June 29, 1938.

The medical evidence filed in support of the bill shows that applicant is wholly unfitted to contribute to her own support because of chronic tuberculosis of lungs.

She owns a house and one acre of land valued at $300. It does not appear she has other means or property or income from any source except contributions from a son in a Civilian Conservation Corps

camp.

It is recommended that her name be placed on the pension roll at the rate of $20 per month and that the rate be increased to $30 per month from and after the date she shall have attained the age of 60 years, which fact shall be determined by the submission of satisfactory evidence by the beneficiary to the Veterans' Administration.

H. R. 2731. Clara L. Garvin, aged 70 years, whose post-office address is 24 New Street, Swanton, Vt., is the widow of Evelyn F. Garvin, late a private, Company H, Third Regiment Vermont Infantry, and Company I, Fifth Regiment New York Cavalry, from June 1, 1861, to April 17, 1862, and from March 21 to July 19, 1865, who was a pensioner under certificate No. 184181 at the rate of $50 per month, and who died June 19, 1920.

Applicant and the late soldier were married April 3, 1915, and the evidence filed in support of this bill indicates she is his legal widow. She has no title to pension as such under existing laws for the reason she did not contract marriage with him prior to June 27, 1905.

The medical evidence presented indicates she is unable to contribute to her own support by reason of arteriosclerosis, enlarged heart, and migraine.

She has a small home place valued at $1,200 and $300 in bank deposits. It does not appear she has other means or property or income from any source except from her own manual labor. No one is legally bound to her support.

It is recommended that her name be placed on the pension roll at the rate of $30 per month.

H. R. 2733. Mary E. Blake, aged 92 years, whose post-office address is West Rutland, Vt., is the widow of William H. Blake, late a private, Company C, Second Regiment New York Heavy Artillery, from February 5, 1864, to May 15, 1865, and who died October 13, 1903. Applicant and the late soldier were married June 19, 1889. She is now pensioned as the soldier's widow at the rate of $40 per month under XC2675372.

The medical evidence filed in support of this bill indicates applicant is in condition to require the regular aid and attendance of another person by reason of affliction from total blindness and general debility due to extreme age.

The evidence also shows that she has no means or property or income from any source except her pension. No one is legally bound to her support.

It is recommended her pension be increased to $50 per month.

H. R. 2746. Ruth L. McMeans, aged 75 years, whose post-office address is 936 Woodycrest Avenue, Bronx, New York, N. Y., is the widow of John W. McMeans, late a private, Company A, Ninth Regiment Iowa Infantry, and Eightieth Company, Second Battalion, Veteran Reserve Corps, from August 12, 1861, to September 23, 1864, who was a pensioner under certificate No. 38508 at the rate of $40 per month and who died December 24, 1918.

Applicant and the late soldier were married June 22, 1912, and the evidence filed in support of the bill indicates she is his legal widow. She has no title to pension as such under existing laws, as she did not marry him prior to June 27, 1905.

The medical evidence submitted shows that she is wholly unfitted to contribute to her own support by reason of her age, chronic myocarditis, hypotension, impaired vision, obesity, and injury in lumbosacral region.

She owns a city lot valued at $250, which yields no income and for which there is no market value. She is at the present time employed by a charitable organization, but is being pressed to give up her place by reason of her age and physical condition. It does not appear she has other means or property or income from any other source.

It is recommended that her name be placed on the pension roll at the rate of $30 per month.

H. R. 2771. Pearl F. Warren, aged 54 years, whose post-office address is 108 East Holcomb Street, Des Moines, Iowa, is the widow of Valentine F. Warren, late a private, Company A, Thirty-sixth Regiment Iowa Infantry, from February 22, 1864, to August 24, 1865, who was a pensioner under certificate No. 88353 (now XC2730650) at the rate of $100 per month, and who died August 11, 1931.

Applicant and the late soldier were married June 24, 1913, and the evidence filed in support of the bill indicates that she is his legal widow. She has no title to pension as such under existing laws for the reason she did not marry him prior to June 27, 1905.

The medical evidence presented indicates that she is wholly unfitted for self-support by reason of extreme curvature of spine.

She has no means or property or income from any source except $10 per month from soldier's relief.

It is recommended that her name be placed on the pension roll at the rate of $20 per month, and that the rate be increased to $30 per month from and after the date she shall have attained the age of 60 years, which fact shall be determined by the submission of satisfactory evidence by the beneficiary to the Veterans' Administration.

H. R. 2785. Bettie L. Lomax, aged 78 years, whose post-office address is Laclede, Mo., is the widow of Henry C. Lomax, whose military history is set forth in an excerpt of a report from the records of the Comptroller General's office, as follows:

The rolls of Capt. Robert W. Holland's Linn County provisional company of the Sixty-second Regiment, Enrolled Missouri Militia, show that Henry C. Lomax was detailed to the company, date not given, ordered into active service August 5, 1864, relieved from duty November 30, 1864, and had 112 days of actual service, for which he received payment from the State of Missouri, and said State has been reimbursed by the United States.

The soldier died September 24, 1929. He and this applicant were married March 18, 1896.

The evidence presented indicates that she is the legal widow of the soldier and that applicant's late husband was identical with the soldier of record named in the foregoing report. The service indicated does not give title to pension under existing laws for the reason the organization in which the service was rendered was organized for State purposes only. It will be observed that the official report shows that the period of his service was for more than 80 days; that the service was honorable in every way, and that the soldier received an honorable discharge. Also, that the organization to which he belonged became an integral part of, and cooperated with, the Federal forces, and that the State was reimbursed for his services by the United States.

On October 28, 1936, this applicant filed a claim in the Veterans' Administration as widow of the above-named veteran, which claim. was numbered XC971958, and which was rejected as the organization in which the service was rendered was not mustered into the service of the United States.

Your committee has heretofore given favorable consideration to claims of this character, and in the circumstances does not hesitate to give this applicant a pensionable status.

The medical evidence filed in support of this bill indicates applicant requires constant aid and attendance of another person by reason of affiction from chronic rheumatism and fracture of left hip.

She has real estate valued at $2,600, which provides her a home and an annual net income of approximately $250. It does not appear she has other means, property, or income from any other source, and no one is legally bound to her support.

It is recommended that her name be placed on the pension roll at the rate of $30 per month.

H. R. 2878. Maria S. Everest, aged 85 years, whose post-office address is Box 312, Lake Odessa, Mich., is the widow of Charles H. Everest, late a private, Company F, First Regiment, Michigan Cavalry, from August 20, 1861, to July 6, 1865, and who died March 18,

1906.

Applicant and the late soldier were married July 6, 1873. She is now pensioned as the soldier's widow at the rate of $40 per month under XC2676866.

The medical evidence filed in support of this bill indicates applicant is in condition to require the aid and attendance of another person by reason of affliction from chronic rheumatism, myocarditis, and ex

treme age.

The evidence also shows that she has title to a residence property valued at $1,000. No one is legally bound to her support.

It is recommended her pension be increased to $50 per month.

H. R. 2882. Maryette Vannatta, aged 83 years, whose post-office address is 133 Erie Street, Owego, N. Y., is the widow of William Vannatta, late a private, Company C, and corporal, Company A, Sixty. fourth Regiment New York Infantry, from September 16, 1861, to July 14, 1865, and who died November 7, 1903.

Applicant and the late soldier were married February 22, 1884. She is now pensioned as the soldier's widow at the rate of $40 per month under XC2679116.

The medical evidence filed in support of this bill indicates applicant is in condition to require the constant aid and attendance of another person by reason of affliction from cardiorenal disease, arteriosclerosis, traumatic arthritis of left hip with limitation of motion, and edema of extremities.

The evidence also shows that she has no means or property or income from any source except her pension and contributions from persons not legally bound to her support. No one is legally bound to her support. It is recommended her pension be increased to $50 per month.

H. R. 2883. C. Cordelia Strong, aged 92 years, whose post-office address is Freeville, N. Y., is the widow of Hermon A. Strong, late a private, Company B, One Hundred and Ninth Regiment New York Infantry, from August 9. 1862, to June 4, 1865, and who died October 8, 1930.

Applicant and the late soldier were married December 20, 1865. She is now pensioned as the soldier's widow at the rate of $40 per month under XC2636317.

The medical evidence filed in support of this bill indicates applicant is in condition to require the regular aid and attendance of another person by reason of affliction from arthritis, sciatica, and general weakness due to her extreme age.

The evidence also shows that she has title to a residence property and one-fourth acre of land valued at $1,000 and a small sum of cash in bank. It does not appear she has other means or property or income from any source except her pension and a small amount of interest on the bank deposit. No one is legally bound to her support.

It is recommended her pension be increased to $50 per month.

H. R. 2884. Mary J. Tallmadge, aged 93 years, whose post-office address is Rural Delivery 5, Mecklenburg Road, Ithaca, N. Y., is the widow of Byron Tallmadge, late a private, Company F, Third Regiment New York Light Artillery, from September 5, 1864, to June 17, 1865, and who died January 16, 1934.

Applicant and the late soldier were married May 4, 1875. She is now pensioned as the soldier's widow at the rate of $40 a month under XC878105.

The medical evidence filed in support of this bill indicates applicant is in condition to require the constant aid and attendance of an

other person, by reason of affliction from arteriosclerosis and mental deterioration.

The evidence also shows that she has title to a small house and about 9 acres of land valued at $1,000, and also has a small amount of money in bank from which she derives about $10 interest annually. It does not appear that she has other means or property or income from any other source except her pension. No one is legally bound to her support.

It is recommended her pension be increased to $50 per month.

H. R. 2885. Emma E. King, aged 93 years, whose post-office address is Newfield, N. Y., is the widow of Merritt King, late a second lieutenant, Company K, One Hundred and Thirty-seventh Regiment New York Infantry, from August 20, 1862, to June 9, 1865, and who died April 6, 1885.

Applicant and the late officer were married December 25, 1866. She is now pensioned as the officer's widow at the rate of $40 per month under XC2664412.

The medical evidence filed in support of this bill indicates applicant is in condition to require the regular aid and attendance of another person by reason of affliction from arteriosclerosis, myocarditis, weakness, dyspnea, arteriosclerotic kidneys, and coronary sclerosis.

The evidence also shows that she has a small bank account from which she derives an annual income of $7.50, and that she has no other property nor means and no other source of income except her pension. No one is legally bound to her support.

It is recommended her pension be increased to $50 per month.

H. R. 2892. Julia A. Silva, aged 58 years, whose post-office address is 34 Clarendon Avenue, West Somerville, Mass., is the helpless and dependent daughter of Isaac Silva, late a private, Company C. Second Regiment New Hampshire Infantry, from November 25, 1863, to December 19, 1865, who was a pensioner under certificate No. 952337 at the rate of $50 per month and who died December 5, 1922. The parents of this applicant were married October 14, 1872, and the mother was pensioned under certificate No. 931274 at the rate of $40 per month. She died December 17, 1931.

The medical and other evidence filed in support of this bill indicate that applicant is the legitimate daughter of the soldier and has required the regular aid and attendance of another person all her life by reason of general malformation of her whole body from birth. She also suffers from multiple chronic arthritis. She has no title to pension under existing laws for the reason she attained the age of 16 years prior to the soldier's death.

She has no means or property or source of income; she is in necessitous circumstances and wholly dependent upon charity for sustenance and shelter.

It is recommended that her name be placed on the pension roll at the rate of $20 per month.
