A message from the Governor, by E. B. Harlan, Private Secretary: Mr. Speaker: In accordance with a resolution of the Senate, passed March 8, 1869, I am directed by the Governor to return to your honorable body Senate bills No. 336 and 419, without official action thereon.

Mr. Shepherd, from the committee on railroads, to which was referred House bill, No. 624, for "An act to incorporate the Grafton and Alton Railroad Company," reported the same back, and recommended its passage.

The report of the committee was concurred in, and the bill
