For purposes of this Act, the term "the 5 6 Corporation" means the body-corporate for municipal pur poses created a government by the name of the District of 7 Columbia. 'This bill was introduced after the completion of the hearings, but its purport and general provisions were discussed during the hearings. 1 2 3 2 ESTABLISHMENT OF BOARD OF GOVERNORS SEC. 2. (a) There is established in the Corporation a board to be known as the "Board of Governors of the 4 District of Columbia" (hereafter in this Act referred to as 5 the "Board"). 6 (b) The Board shall be composed of a Chairman of 7 the Board and eight other members. Except as otherwise 8 provided in paragraphs (1) and (2), the term of office of 9 the Chairman and the other members shall be three years. 10 The Board shall be nonpartisan, and not more than six of 11 its members shall be adherents of any one political party. 12 The members of the Board shall be selected as follows: 13. (1) The Chairman and two members of the Board shall 14 be elected by the qualified electors of the District of Colum15 bia. Election of the members of the Board shall be held on 16 the first Tuesday following the first Monday in November 17 of each year and shall be conducted on a nonpartisan basis 18 and in accordance with such regulations as the Board of 19 Elections of the District of Columbia shall prescribe. Of the members first elected to the Board 20 (A) one member shall be elected for a two-year term, and 22 23 (B) one member shall be elected for a one-year 3 1 as determined in accordance with regulations prescribed by 2 the Board of Elections of the District of Columbia. 3 (2) Three members of the Board shall be appointed by 4 the President, by and with the advice and consent of the 5 Senate. Of the members first appointed by the President(A) one member shall be appointed for a three 6 7 8 9 10 11 1272 13 year term, (B) one member shall be appointed for a two-year term, and term, (C) one member shall be appointed for a one-year as designated by the President at the time of appointment. (3) Three members of the Board shall be appointed 14 as follows: (A) One member shall be appointed by the chairmen of the Committees on Interior and Insular Affairs of the House of Representatives and the Senate. (B) One member shall be appointed by the chairmen of the Committees on Public Works of the House of Representatives and the Senate. (C) One member shall be appointed by the chair men of the Committees on the District of Columbia of the House of Representatives and the Senate.
