Resolved, That our thanks are particularly due to the ladies of Richmond for their attention and kind interest in making our sojourn so pleasant and agreeable.

The hour having arrived for adjournment,

Dr. N. S. DAVIS alluded to the very harmonious session which had been held, and complimented the retiring President for his efficiency in the discharge of his duties.

President HODGEN returned his thanks to the Association and to his friends in Richmond, who had so kindly entertained its members. He was reminded that his ancestry first breathed the air of heaven in this delightful country; and as he remembered the bright smile of his now dead, dear mother, he would in future remember the impression that had been made upon him by the people of Richmond, Virginia.

He then declared the Association adjourned, to meet in the city of St. Paul, Minnesota, on the first Tuesday in June, 1882.

MINUTES OF THE JUDICIAL COUNCIL.

THE Judicial Council met at the Exchange Hotel, May 3, 1881, at 5 o'clock P. M.

Members present: Drs. N. S. DAVIS, J. M. TONER, J. K. BARTLETT, S. N. BENHAM, D. A. LINTHICUM, D. W. STORMONT, J. S. BILLINGS, and E. L. HOWARD.

On motion, Dr. J. M. TONER was elected Chairman of the Judicial Council, and Dr. S. N. BENHAM, Secretary.

Dr. DAVIS, Chairman of Committee on "Rules and Regulations," appointed at a previous meeting of the Judicial Council, reported as follows:

Rules for Guiding the Action of the Judicial Council of the American Medical Association in the transaction of its business.

1. It shall be the duty of the Secretary of the Council to see, at a proper time before each meeting, that the Committee of Arrangements provide a suitable place for the Council to hold its meetings.

2. The members of the Council shall meet at 10 o'clock A. M. of the first day of the annual meetings of the Association, and shall elect officers, and organize for the transaction of business.

3. It shall require the affirmative vote of two-thirds of the members present to decide any judicial question.

4. In the adjudication of all questions involving the character and status of individuals or societies, the party implicated must be duly informed of the charges, and afforded an opportunity for defence.

5. No protests against the registration of members or delegates of the American Medical Association, or charges against individuals or societies shall be entertained or acted upon, unless signed or indorsed by a member or members of the American Medical Association, and accompanied by specifications indicating the reasons for such protests or charges.

6. No mere hypothetical questions asking for expressions of opinion shall be entertained by the Council, and no questions of any character shall be entertained, except such as are referred to the Council by the action of the American Medical Association.

7. The foregoing rules may be amended at any regular meeting of the Council, by a vote of three-fourths of the members present.

Dr. BENHAM moved that the rules just read be taken up seriatim, and acted upon. Carried; after which, the rules and regulations, as a whole, were adopted, on motion of Dr. BARTLETT.

At a subsequent meeting of the Judicial Council, held at 7.30 o'clock P. M., Thursday, May 5th, Dr. TONER in the chair, and Dr. HOWARD acting as Secretary pro tem., a memorial was presented and read from a minority of the members of the Nebraska State Medical Society, making charges against the Society for permitting certain of its members to improperly advertise.

Dr. DAVIS moved that the Secretary be directed to notify the officers of the said Society of the charges, and of the specifications, and to call their attention to that part of the By-laws relating to such cases, and to request them to make their reply on the first day of our next annual meeting, in St. Paul, Minnesota. Carried.

Dr. DAVIS moved that the paper referred to this Council, relating to the appointment of a Committee on Surgical Mechanics, to take charge of all patents or surgical appliances, be returned to the Secretary of the Association, with the statement that the holding of patents is contrary to the Code of Ethics and By-laws of the Association, and therefore the Council can take no action upon the subject. Carried.

A letter was read from Dr. FOSTER PRATT, of Michigan, a member of the Judicial Council, expressing his regret at not being able to meet his associates at the present meeting of the Council.

The Council adjourned to meet at 10 o'clock A. M. on Monday preceding the first day of the meeting of the American Medical Association.

REPORT OF THE COMMITTEE OF PUBLICATION.

THE Committee of Publication have the honor to report:That they have. faithfully carried out the instructions of the Association, and have published a voluminous work, forming No. 31 of the Series of Transactions, containing the numerous and varied papers referred to them from the meeting at New York in June, 1880. The volume is the largest ever issued by the Association, but, notwithstanding this fact, was distributed rather in advance of the usual time. The Committee have nothing further of interest to report to the Association.
