SECOND DAY.

WEDNESDAY, May 4.

The Association was called to order by the President at 10 A. M.

Prayer was offered by Rev. JOSHUA L. PETREKEN, D.D.

The Permanent Secretary announced the following as the Committee on Nominations:

Dr. J. M. TONER then offered the report of the Committee on Necrology, which, on motion, was referred to the Committee of Publication.

The hour for the special order having arrived, action was taken on the following proposed amendment to the Code of Ethics:

Article I., paragraph one, add, "and hence it is considered derogatory to the interest of the public and honor of the profession for any physician or teacher to aid in any way the medical teaching or graduation of persons, knowing them to be supporters and intended practitioners of some irregular and exclusive system of medicine."

A motion made by Dr. H. O. MARCY, of Massachusetts, to postpone its consideration indefinitely, was lost; ayes, 74; nays, 76.

The question recurring on the adoption of the proposed amendment, Dr. E. S. DUNSTER, of Michigan, argued against it, and Dr. N. S. DAVIS, of Illinois, moved that the further consideration of the subject be postponed until to-morrow, at 12

o'clock, which was opposed by Dr. HOWARD, of Marylaud, finally agreed to.

Dr. WM. PEPPER, of Pennsylvania, Chairman of the Section on Practice of Medicine, etc., then delivered his address.

On motion of Dr. W. M. BEECH, of Ohio, the address was referred to the Committee of Publication.

Dr. JAS. R. CHADWICK, of Massachusetts, Chairman of the Section on Obstetrics and Diseases of Women, then delivered his address.

On motion of Dr. H. O. MARCY, of Massachusetts, it was referred to the Committee of Publication.

On motion of Dr. FRED. HORNER, of Virginia, it was agreed that the question of establishing a Medical Aid Society should be brought before the Association on Thursday morning, after the special order had been disposed of.

Dr. JOHN H. PACKARD, of Pennsylvania, read the report of the Committee on Journalizing the Transactions, and submitted the following resolution:

Resolved, That a committee of five be appointed, whose duty it shall be to digest and report in detail, as early as possible, a plan for the publication of a weekly journal by the Association, the nomination of an editor, his salary, and the time and place of publication of such journal.

On motion of Dr. N. S. DAVIS, the resolution was so amended as to leave out the nomination of an editor.

On motion of Dr. J. M. TONER, the Secretary and the Treasurer were added to the committee, and it was increased to seven members. (See page 34.)

On motion of Dr. H. O. MARCY, the committee was made to consist of the members of the old committee who were in attendance upon the present meeting, and that the President appoint others to make the number required by the resolution as amended.

Dr. TONER offered the following, which was adopted.

Whereas, a valuable suggestion was made in the Report on Necrology to have the subject-matter contained in the thirtytwo volumes of the Transactions of the American Medical Association indexed, and made available, therefore be it

Resolved, That the Secretary be instructed to have a complete subject index prepared of the complete series of the Transactions, and that it be published as a supplement to the forthcoming volume.

Drs. W. J. LUMSDEN, of New Jersey, and J. N. BUTT, of North Carolina, were elected members by invitation.

On motion, the Association adjourned, to meet on Thursday morning at 10 o'clock.

THIRD DAY.

THURSDAY, May 5.

The President called the Association to order at 10 A. M.
Prayer was offered by Rev. W. E. HATCHER.

Dr. CUNNINGHAM, Chairman of the Committee of Arrangements, announced the reception of a communication from Dr. JANEWAY, of New York, which was referred to the Judicial Council.

He also announced that Dr. A. JACOBI, Chairman of the Section on Diseases of Children, would deliver his address before the Section this afternoon, instead of before the Association in general session on Friday.

Dr. SAMUEL D. GROSS, of Pennsylvania, asked for a suspension of the regular order of business, which, on motion, was agreed to.

He then moved that the By-laws of this Association be so amended as to create another Section, to be known as No. 7, entitled Dentistry.

The motion was favored by Drs. SAYRE and DAVIS, and adopted ; but Dr. TONER objecting, it was decided that it could not go into operation until next year.

The President announced as the Committee on Dr. PACKARD'S report on Journalizing the Transactions, Drs. JOHN H. PACKARD, N. S. DAVIS, J. S. BILLINGS, L. A. SAYRE, and R. BEVERLY COLE, with the Treasurer and the Secretary.

Dr. HUNTER MCGUIRE, of Virginia, Chairman of the Section on Surgery and Anatomy, then delivered his address.

On motion, it was referred to the Committee of Publication. In the absence of the Chairman of the Section on State Medicine, by request, Dr. JOHN S. BILLINGS, of District of Columbia, presented "Some of the Results of the Census as regards Mortality Statistics."

On motion, it was referred to the Committee of Publication. Dr. LEWIS A. SAYRE, of New York, rose to a question of privilege, and asked that the minutes of the Association be so amended. that it would appear that the protest which he entered against the resolution adopted in the Surgical Section, at the annual

meeting held in Chicago, in 1877, relative to shortening in fractures of the long bones, was sent to the President of the Association, and not to a Chicago newspaper, as charged.

Dr. ABBOTT HODGMAN, of New York, said that he carried the message for Dr. SAYRE, who was sick, and delivered it to the Secretary, who, in his presence, handed it to the President.

The Association accepted the explanation, and granted permission that the amendment be made.

Dr. J. M. KELLER, of Arkansas, also rose to a question of privilege, and stated that at the same meeting he also entered his protest against the resolution referred to, and also presented his protest in writing, signed by Drs. E. T. EASLEY, IRWIN KELLER, and himself, and yet no record of it appeared in the notes of the Secretary of the Section, as published in the Transactions. He asked that those gentlemen and himself be placed upon the record correctly, and permission was granted to make the necessary addition to the proceedings to secure that end.

The undersigned respectfully ask to enter their protest against the passage of the resolution offered by Dr. Peck, of Iowa, being opposed as we are to the Association becoming the apologist and defender of bad surgery, and believing that if the resolution is passed, the page upon which it is printed will in the future be looked upon regretfully as a black spot upon its

records.

Dr. N. S. DAVIS then read the report on Clinical Observations. and Records, concluding with the following recommendations:First. That a committee of five be appointed by the President of the Association, to be called the Standing Committee on "Atmospheric Conditions, and their Relations to the Prevalence of Diseases."

Second. That that committee be authorized to select such places as will best indicate atmospheric conditions in the more important climatic and sanitary districts of the United Statesnot less than six, nor more than twelve, and establish therefor a means for continuous observation and record of all appreciable conditions of atmosphere, according to the most approved methods, and of the origin and prevalence of all acute diseases.

Third. That the committee, through their chairman, be authorized to draw upon the Treasurer of this Association for such sums as may be found necessary for the proper execution of the work assigned to it, the aggregate amount not to exceed $500, during the ensuing year, and that a detailed report of all sums drawn and expenditures made must be presented at the next annual meeting of the Association.

On motion of Dr. BRODIE, it was accepted, and the recommendations were adopted, and the report was referred for publication.

Dr. WM. BRODIE then read his report from the delegation to the Canadian Medical Association.

On motion, it was accepted and referred for publication.

To the President and Members of the American Medical Association:— The undersigned, who were appointed delegates to the Canadian Medical Association at its late meeting in Ottawa, Sept. 1880, respectfully report, that they attended that meeting, and were received and entertained with that warmth and hospitality that our Canadian brethren are so capable of extending to the delegates of this Association.

In return for the honor conferred upon their representatives in New York City, yours were elected honorary members of the Canadian Medical Association, by a unanimous vote.

The meeting was well attended by members and delegates from all portions of the Dominion, and the Maritime Provinces, interesting and practical papers were read, and in the discussion of which we were invited to take a part.

The great interest taken by the American profession in our own Association, has had its influence upon our Canadian brethren, and were the financial condition of their Association on a par with that of ours, the publication of their papers would show that they compared favorably with those published in our Transactions.

Drs. HOWARD, of Montreal, MARSDEN, of Quebec, PARKER, of Halifax, and BUCKS, of London, have been appointed as delegates to this meeting of the American Medical Association.

Dr. WM. CANNIFF, of Toronto, was elected President, and Dr. A. H. DAVID, of Montreal, General Secretary. The next meeting will be held in Halifax on the first Wednesday in August. We recommend the courtesy of sending delegates from this Association be continued. For the delegation,
