Because of the provision of law mentioned above, and also as it appears for the purpose of systematizing the investigative work of the department, nine men were appointed, and these, together with six who were permanently employed by the department for the purpose of collecting evidence in matters involving violations of the peonage laws, seven who were permanently employed by the department in investigations in connection with land-fraud cases in the West, and 12 examiners who were charged with the duty of investigating the official acts, records, accounts of the United States attorneys, United States marshals, clerks of United States courts, and United States commissioners were organized in the general investigative service of the department under the designation of "The Bureau of Investigation.' As a result of the changes set forth above, all the investigative work of the department was performed by persons connected with the Bureau of Investigation. Since the establishment of the bureau there has been noted from year to year a marked increase in the number of cases coming before said bureau, until it has grown to its present proportions represented by 52 field offices and 532 special agents and employees, irrespective of the force employed in the bureau at the seat of Government. The growth and the volume of cases has been far in excess of the increase in personnel. RESULTS ACCOMPLISHED DURING 1923. Taking the complete fiscal year 1923, we find the following results accomplished by the Bureau of Investigation: General Intelligence Division. Investigations of misuse of Red Cross emblem_ Investigations of crimes on high seas__ Alleged shanghaiing Under the theft and frauds division the following violations are investigated: Thefts, embezzlement and possession of Government property (secs. 47 and 48, U. S. Criminal Code). Frauds against the Government (mostly under sec. 37 U. S. C. C.). Use of mails to defraud (sec. 215, U. S. Penal Code). In the above cases $1,775,558.88 was recovered and $380,456.50 represents fines imposed. The defendants were sentenced to an aggregate of 582 years 10 months 20 days. In the above cases 1,709 automobiles were recovered at a conservative used car value of $1,574,678.19 and $45,360 represents fines imposed. This created an unforeseen expenditure of approximately $60,000 and because of which the bureau will be short approximately that amount if it handles all cases now before it. It will be noted from the above statistics that there has been an increase, not only in the amount of work that has been received and sent out at Washington, but in the number of pending cases since the beginning of the present fiscal year. The bonus estimated for the Washington office, 1924, $34,303.20, was not part of the bureau's appropriation but was included in a separate appropriation. It forms a portion of the bureau's appropriation for 1925 but does not constitute an additional expenditure by the Government. From this appropriation is paid the salary of the Assistant Director, special agents, special employees, bank accountants, stenographers, and clerks employed at Washington. 1 The Reclassification Bureau required us to classify as seat of Government all employees with headquarters at Washington, and this had the effect of charging "Personal services, departmental," with salaries which pertained solely to the field, the correct figures being |
