Such examinations shall be both oral and in writing. The sub jects to which the examination shall relate are to be: 1. International law; 2. Diplomatic usage; 3. Modern languages. Familiarity with at least one foreign language will be required. This language may be either the language spoken in the country in which the embassy or legation is located, or French. The Examining Board is authorized to issue such notices and to make all such rules as it may deem necessary to accomplish the objects of this regulation, and immediately upon the conclusion of such examination shall make to the Secretary of State a report in writing, stating whether in its judgment the candidate is or is not qualified for the particular position applied for, and, if the decision is adverse to the candidate, also briefly summarizing the grounds of such decision.
