*This includes braids of cotton and worsted, and galloons and fringes of mohair and bugles, and gimps or trimmings of and beads, and dress trimmings of worsted and beads.
"Worsted being a distinct article, known in commerce under that name, worsted shawls with cotton borders, and suspenders i cotton ends, are not liable to be rated for duties as manufactures of wool."
"Classification of certain Imitation Astrakhan Cloths, Seal Skin Cloakings, and similar Goods.-The materials of which e railway rugs, imitation Astrakhan cloth, seal skin cloakings, and other similar goods, are composed, manufactured partly of having been found to be so blended that it was impracticable to determine by an examination whether said goods contained wool or worsted, or wool or worsted waste, the Department decided that they should be classified as a manufacture of wool, the second clause of section 2, Act March 2, 1867, except in cases where the invoice is accompanied by a certificate from the sit facturer of the goods in the following form, viz. :
"It is hereby certified, that all of the goods described in the accompanying invoices, of the value of £- delivered to for shipment to the port of in the United States, per ship were manufactured by the undersigned a s
works at ; that they are all made wholly of cow hair, calf hair, cotton, and vegetable fibres, and contain no wool or w or wool or worsted waste, either new or old, or shoddy.
"This certificate, duly sworn to before an officer competent to administer oaths, whose capacity to act is attested by a l States consul, should be attached to the invoice to which it refers by seal and ribbon, may be accepted as proof of the chara of the goods, and upon production of such certificate they may be classified as manufactures of hair and cotton, dutiable at 55 2 centum ad valorum."
