AN ACT to make an appropriation to pay the compensation of the commissioners heretofore or hereafter appointed under the provisions of "An Act to authorize the appointment of Commissioners of the Supreme Court and to define their duties and fix their compensation," approved July 7, 1927.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. The sum of fifty thousand dollars ($50,000), or so much thereof as may be necessary, is appropriated to the Supreme Court to pay the compensation of the commissioners heretofore or hereafter appointed under the provisions of "An Act to authorize the appointment of Commissioners of the Supreme Court and to define their duties and fix their compensation," approved July 7. 1927, for the biennium beginning July 1, 1927, at the rate of twelve thousand five hundred dollars ($12,500) per annum, for each such commissioner.

§ 2. This appropriation is subject to the provisions of "An Act in relation to State finance," approved June 10, 1919, as amended.

§ 3. Inasmuch as the appointment of commissioners of the Supreme Court has been authorized by the Act above mentioned, and such commissioners have been appointed with no provision made, or appropriation available for the payment of the salaries of such commissioners, therefore an emergency exists, and this Act shall take effect upon its passage.

AN ACT making an appropriation for the payment of mileage and incidental expenses to each member of the Senate and House of Representatives of the Fifty-fifth General Assembly of the State of Illinois, at the first special session thereof.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. There is appropriated the sum of $45,000, or so much thereof as may be necessary, to pay the mileage, and the sum of

$50.00 for postage, stationery, newspaper and all other incidental expenses and perquisites. of each member of the Senate and House of Representatives of the Fifty-fifth General Assembly, at the first special session thereof..

§ 2. The Auditprof Public Accounts is authorized and directed to draw his wartait upon the State Treasurer for amounts due the members of the Senate and House of Representatives of the Fiftyfifth General Assembly, at the first special session thereof, payable to such members, respectively, and the State Treasurer shall pay the same from the general revenue fund.

§ 3. Inasmuch as there is no appropriation available for the payment of the mileage and incidental expenses of the members of the Fifty-fifth General Assembly during the first special session thereof, and payment to these members should be made during said special session, an emergency exists, and this Act shall take effect upon its passage.

AN ACT making appropriations for the ordinary and contingent expenses of the Fifty-fifth General Assembly, at the first special session thereof.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. The following named sums, or so much as may be necessary, respectively, for the purposes hereinafter named, are appropriated to the General Assembly, to meet the ordinary and contingent expenses of the Fifty-fifth General Assembly for the first special session thereof:

For the incidental expenses of the first special session of the Fiftyfifth General Assembly, as follows:

$2,000 for the incidental expenses of the House of Representatives, and $1,000 for the incidental expenses of the Senate.

For the per diem of the employees of the first special session of the Fifty-fifth General Assembly, as follows:

$25,000 for the per diem of the employees of the House of Representatives, and $12,000 for the per diem of the employees of the Senate.

§ 2. The appropriations herein made are subject to the provisions of "An Act in relation to State finance," approved June 10, 1919, as amended.

§3. Inasmuch as there is no appropriation available for the incidental expenses, and per diem of employees of the Fifty-fifth General

Assembly for the first special session thereof, and payment should be made for these purposes during said special session, an emergency exists, and this Act shall take effect upon its passage.

AN ACT making an appropriation for the payment of the officers of the Senate and House of Representatives of the Fifty-fifth General Assembly of the State of Illinois, at the first special session thereof.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. There is appropriated the sum of $15,000, or so much thereof as may be necessary, to pay the per diem of the officers of the Senate and House of Representatives of the Fifty-fifth General Assembly, at the first special session thereof.

§ 2. The Auditor of Public Accounts is authorized and directed to draw his warrants upon the State Treasurer for amounts due the officers of the Fifty-fifth General Assembly at the first special session thereof, payable to such officers, respectively, and the State Treasurer shall pay the same from the general revenue fund.

§ 3. Inasmuch as there is no appropriation available for the payment of the per diem of the officers of the Fifty-fifth General Assembly during the first special session thereof, and payment to these officers should be made during said special session, an emergency exists, and this Act shall take effect upon its passage. (SENATE BILL NO. 3. APPROVED FEBRUARY 17, 1928.)

AN ACT to amend section 16 of "An Act to provide for the partial support of mothers, and for the probationary visitation, care and supervision of the family for whose benefit such support is provided," approved June 30, 1913, in force July 1, 1913, as amended.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. That section 16 of "An Act to provide for the partial support of mothers, and for the probationary visitation, care and

supervision of the family for whose benefit such support is provided," approved June 30, 1913, in force July 1, 1913, as amended, be and the same is hereby amended to read as follows:

§ 16. The county board in each county shall levy a tax of not to exceed two-fifths of one mill on the dollar annually on all taxable property in the county, in counties having a population of not more than 300,000 inhabitants, and not to exceed three-tenths of a mill annually on all taxable property in the county, in counties having a population of over 300,000 inhabitants, such tax to be levied and collected in like manner with the general taxes of such county, and to be known as a mother's pension fund; which said tax shall be in addition to all other taxes which such county is now, or hereafter may be authorized to levy on the aggregate valuation of all property within such county, and the county clerk, in reducing tax levies under the provisions of section 2 of "An Act concerning the levy and extension of taxes," approved May 9, 1901, in force July 1, 1901, as amended, shall not consider the tax for said mother's pension fund, authorized by this Act, as a part of the general tax levy for county purposes and shall not include the same in the limitation of one per cent of the assessed valuation upon which taxes are required to be extended. AN ACT to amend section 4 of “An Act in relation to the employment or maintaining of musical bands by municipalities," approved June 26, 1925, in force July 1, 1925, as amended.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. That section 4 of "An Act in relation to the employment or maintaining of musical bands by municipalities," approved June 26, 1925, in force July 1, 1925, as amended, be and the same is hereby amended to read as follows:

§ 4. The levy shall be authorized if the majority of votes cast on the proposition are in favor of said proposition, and the council shall then levy a tax sufficient to maintain or employ such band not exceeding one mill on the assessed valuation of the property in such municipality, and not exceeding the amount stated in the petition: Provided, that said annual tax shall not be included in the aggregate amount of taxes as limited by section 1 of Article VIII of "An Act for the incorporation of cities and villages," approved April 10, 1872, as amended, and the county clerk in reducing tax levies under the provisions of section 2 of "An Act concerning the levy and extension
