desert, where you have to bring in your fuel, so the economics of the Elath plant may not fit anywhere else.

The Israel Government has built another plant at Beersheba. I think it is being built by Baldwin-Lima-Hamilton. They have also built another plant on the Red Sea. Incidentally, they have a very good way of evaluating plants in Israel. They rely on a very high level Government-appointed committee.

Mr. ROGERS of Texas. Is the freezing plant the only one that Fairbanks-Morse built over there?

Mr. DI LUZIO. Yes, it is the only one F-M has built there, but they have also taken a look at membrane plants. The membrane plants F-M studied were those which have been developed by the Negev Desert Institute in Israel. They also have very great talent at the Hebrew University in Jerusalem. Those people are very, very concerned because they have a terrific need for fresh water. They can't afford to play games. They have to get a dollar's worth of progress for every 50 cents they invest. They try, because they face a desperate situation.

Mr. ROGERS of Texas. Who built the distillation plant over there? Mr. DI LUZIO. Baldwin-Lima-Hamilton built the distillation plant. Mr. ROGERS of Texas. And that is the only one?

Mr. DI LUZIO. Yes.

Mr. ROGERS of Texas. Distillation plant?

Mr. DI LUZIO. Yes.

Mr. ROGERS of Texas. Didn't they have a program where they were going to build what they called a cluster of distillation plants? Mr. DI LUZIO. Yes.

Mr. ROGERS of Texas. Who is doing this, Fairbanks-Morse? Mr. DI LUZIO. No, Fairbanks-Morse is phasing out of the Israeli work. They will finish this plant, build the final model, make the changes which are necessary, and from then on it will be determined by the Israeli Government what they want to do themselves.

They also have the patent. In fact it was their patent. So they can build it themselves. But they do have, as I mentioned, this high level committee which is chaired by an American industrialist, Philip Sporn, who is a very hardheaded and talented person. He really looks at the economics of a project. So they are getting very good advice.

That is why I really have no concern about this current IsraeliUnited States feasibility study, because they have some hardheaded business people looking at it, and it will have to be justified on economic potential as well as technical merit.

Mr. ROGERS of Texas. Mr. Di Luzio, certain members have indicated some interest in the number of contracts that have been let, and the possibility of explanation of nonoverlapping, let's say, or nonduplication. I think it would be well if you could be advised of that so that when we do come up for an economic session, this matter can be gone into.

Mr. DI LUZIO. Yes, sir.

Mr. ROGERS of Texas. I don't know when we are going to have an executive hearing, but I did want to mention that so that you would have that information.

Mr. DI LUZIO. Yes, sir.

Mr. ROGERS of Texas. Let the Chair compliment you on your new position, and say to you that we are ready, able and willing to help you, in any way possible, to accomplish this very challenging job, and I hope that history will record that this 2-year period made a great contribution. It is nice to have you before the subcommittee, Mr. Di Luzio.

Mr. DI LUZIO. Thank you very much, sir.

Mr. ROGERS of Texas. There is no further business. The subcommittee will stand adjourned subject to the call of the Chair.
