On motion of Mr. Sprague,

The Council adjourned until to-morrow, 10 o'clock, A. M. TUESDAY, May 8, 1832. Calvin Britain, from the district composed of the counties of Cass, St. Joseph, and Kalamazoo, and the country attached thereto appeared, produced his credentials and took his seat as member of the Legislative Council for the sixth district. Mr. Britain also presented a certificate from the acting Governor, that the oath to support the constitution of the United States, and the oath of office had been administered to him.

The President administered the oath to support the constitution of the United States, and the oath of office to the Secretary.

On motion of Mr. Hascall.

Resolved, that the resolution appointing standing committees be so amended, as to provide that there shall be appointed a committee on Internal Improvements, and a committee on the Library.

The President announced the appointment of the following members to the committees to which they are respectively named:

To the committee on

Territorial Affairs-Messrs. Torrey, Bacon, Martin;
Internal Improvements--Sprague, Britain, Kingsley;
The Judiciary-Kingsley, Torrey, Hascall;
Expenditures-Durocher, Renwick, Martin;
Claims--Moran, Durocher, Ashley;
The Militia--Hascall, Bacon, Torrey ;
Schools-Renwick, Ashley, Sprague;
The Library-Bacon, Moran, Britain;
Enrolment-Martin, Durocher, Kingsley.

The President announced the following Regulations, as rules which would govern the Council in the daily transactions of its business.

After the Journal is read and the Council is open for business, the following order will be observed :

1st Petitions and Memorials to be offered.

2d Reports of Committees.

3d Bills and Resolutions ready for a second reading. 4th Bills on their passage.

5th Reports in possession of the Council, which offer grounds for a Bill, are to be taken up, that the Bill may be ordered in.

6th Bills and other matters before the Council, and unfinished the preceding day.

7th These matters being despatched, for expediting business, the general file of bills and other papers are then

to be taken up, agreeably to their first introduction to the Council.

On the request of Mr. Torrey, to be excused from serving on the Judiciary committee, Mr. Martin moved that the request be granted.

The question being taken, the Council refused to grant the application.

On motion of Mr. Kingsley,

Resolved, that two additional members be appointed to the Judiciary committee.

The President announced the appointment of Messrs. Sprague and Martin, as the additional members to that com

mittee.

The President presented the petition and claim of Antoine Dequindre, for damages sustained by the opening of the Territorial Road leading from Detroit to Mount Clemens, through the farm of the petitioner. The petition having been read, On motion of Mr. Kingsley,

Ordered, that the petition be referred to the committee on Territorial Affairs.

The President presented the report of John Anderson, appointed under the act of March 3d, 1831, to superintend the repairing of the road between Huron River and Stony Creek, and his claim for disbursements and services; which was read, and on motion, referred to the committee on Improvements. On motion of Mr. Torrey, Resolved, that copies of the rules, reported for the government of the present Council, together with lists of the names of the respective committees, be printed as soon as may be, for the use of the Council.

On motion of Mr. Torrey the blank was filled with the word "fifty."

Mr. Kingsley submitted the following resolution, which was read and laid on the table:

Resolved, that the committee on the Judiciary be instructed to inquire into the expediency of making a general revision of the Statute Laws of this Territory, and that if such revision be thought necessary, said committee be authorised to take measures to effect the revision.

The oath to support the constitution of the United States, and the oath of office, were respectively administered to Caleb N. Ormsby, Clerk, Gabriel Godfroy, Door-keeper, and R. P. Eldridge, Messenger.

The Council adjourned to to-morrow, 11 o'clock, A. M.

WEDNESDAY, May 9, 1832. The following petitions and papers were presented, and severally referred:

By Mr. Martin, the petition of Daniel Johnson for a divorce, referred to the committee on the Judiciary.

By Mr. Hascall, a return of the election of township officers by the town of Arcadia, Kalamazoo county, with a petition that said proceedings be legalized by the Council, referred to the committee on the Judiciary.

By Mr. Bacon, a petition from the inhabitants of township No. 5, south, of range 7, east, in the county of Monroe, praying to be detached from the township of Raisinville. Referred to the committee on Territorial Affairs.

By Mr. Britain, petitions from certain citizens of the county of St. Joseph, praying an act to authorize the holding of courts at White Pigeon, temporarily. Referred to the committee on the Judiciary.

By Mr. Durocher, the petition of J. B. Vermet, for authority to make sale of certain lands. Referred to the committee on the Judiciary. And a memorial from D. B. Miller and others, for the passage of a law prohibiting the circulation of bank bills of a foreign emission, of a lower denomination than five dollars, within the Territory. Referred to the committee on the Judiciary.

By Mr. Kingsley, the petition of school district No. eight, town of Ann Arbor, county of Washtenaw, for certain modifications of the act regulating common schools. Referred to the committee on Schools. And a petition from the inhabitants of the town of Dexter, county of Washtenaw, for an alteration in so much of the line of the Monroe and Grand River Territorial Road, as lies between the quarter post on the line between sections Nos. twenty-one and twenty-two, in township No. two south, of range No. five east, and its intersection by the road leading from Dexter to Ann Arbor. Referred to the committee on Internal Improvements.

Mr. Durocher, on account of Seneca Allen, for services during the recess of the Council. Referred to the committee on Expenditures. And sundry proposals for printing for the Council. Referred to the committee on Printing.

By Mr. Sprague, a petition from certain inhabitants of the township of Farmington, praying a division of that township. Referred to to the committee on Territorial Affairs.

By Mr. Hascall, a petition from the inhabitants of township No. one north, of range No. eleven east, county of Oakland, praying a division of the township of Troy. Referred to the committee on Territorial Affairs.

By the President, a memorial from the Board of Supervisors of Wayne county, praying certain alterations in the laws for the assessment and collection of taxes, &c. The memorial was laid on the table.

On motion of Mr. Durocher,

Resolved, That the resolution heretofore adopted, authoris ing each member of this Council to order, for his use, any number of newspapers printed in the Territory, not exceeding twelve, be amended so as to make that number fifteen.

Resolved, That the Secretary of the Territory, furnish the Council with copies of the Acts and Journals of the second session of the fourth Legislative Council.

Mr. Durocher submitted the following resolution, which was read and laid on the table:

Resolved, That the Committee on Territorial Affairs be instructed to report to this Council the unfinished business of the last session.

Mr. Kingsley submitted the following resolution which was read and laid on the table.

Resolved, That the Auditor and Treasurer of the Territory be directed to furnish the Council with a statement of receipts and expenditures of the Territorial Treasury, since the first day of January, eighteen hundred and thirty-one, up to the present time; the amount of liquidated claims against the Territory which remain unpaid, and also the amount of Territorial taxes paid in since said first day of January.

Mr. Martin submitted the following resolution, which was read and laid on the table.

Resolved, That the committee on the Judiciary be instructed to report a bill, so to amend the several laws of the Territory on the subject, that the county clerks and registers of probate, in the several counties of the Territory, may be elected.

The resolution submitted yesterday by Mr. Kingsley, instructing the Judiciary committee to inquire into the expediency of making a general revision of the statute laws of the Territory, was called up. The resolution having been read, and on the suggestion of Mr. Torrey, modified, was, on motion, adopted.

Mr. Bacon submitted the following resolution, which was read and laid on the table.

Resolved, That the Librarian be directed to report to the Council, the number and titles of the books belonging to the Library-the amount of money expended for books under the authority of the Council, and what books, if any, are mis

sing; together with such additional rules for the government of the Library as he may deem necessary.

The Council adjourned to to-morrow, at 11 o'clock. THURSDAY, May 10, 1832. Mr. Bacon presented a petition of William Bliss, for authority to sell certain lands, which was read and laid on the table. The following petitions and papers were presented, read, and severally referred.

By Mr. Renwick, the petition of Osman Smith for a divorce. Referred to the committee on the Judiciary.

By Mr. Ashley, the petition of Mary Cronk, for a divorce. Referred to the ccmmittee on the Judiciary. And two presentments from the Grand Jury of the county of Macomb, praying an alteration in the law relative to Grand and Petit jurors and that measures be taken to procure the earlier publication of the laws passed by the Council. Referred to the committee on the Judiciary.

By Mr. Britain, the petition of Pitt Brown, for exclusive license to keep a ferry at Berrien, county of Berrien; and the petition of certain inhabitants of the county of Berrien, for the establishment of a road, to lead from, or near the county seat of Branch county, to Newberryport. Referred to the committee on Territorial Affairs.

And the petition of J. Besoen and others, for an act authorising the erection of a toll bridge at Niles, St. Joseph county, by a corporation to be created. Referred to the committee on Internal Improvement.

The President presented certain documents referred to in the memorial read yesterday, from the Supervisors of Wayne county; which were laid on the table.

By Mr. Durocher, the petition of certain inhabitants of township 7, south of range 3 east, in the county of Lenawe, to be set off from the town of Logan. And the petition of certain inhabitants of Lenawe county, for the organization of three new townships. Referred to the committee on Territorial Affairs.

By Mr. Moran, an account of William Durell & Co. against the Legislative Council, for furniture and services furnished in 1828. Referred to the committee on Expenditures.

By Mr. Hascall, an account of D. Le Roy and others, for publishing proclamations in the Oakland Chronicle. Referred to the committee on Expenditures.

The resolution submitted yesterday by Mr. Durocher, instructing the committee on Territorial Affairs to report to the Council the unfinished business of the last session, having been taken up and read, was, on motion, adopted.
