The material for the Eighth Annual Report of this Bureau was collected under the supervision of Mr. Samuel M. Hotchkiss. When he retired from the office of Commissioner of the Bureau, the compilation was nearly completed. The work was finished according to his plan and the most interesting conclusions reached as a result of his investigation are herewith presented as the report of the Bureau for 1892.
