The Senate bill (No. 49, Int. No. 16) entitled "An act to amend chapter two hundred and thirty-eight of the Laws of nineteen hundred and seventeen, entitled 'An act creating the hospital development commission, defining its powers and duties, authorizing contracts for new buildings in connection with the Utica State Hospital and the Middletown State Hospital, and making appropriations for such purpose and for the expense of the hospital development commission,' in relation to number of members of such commission," was read the third time.

The President put the question whether the Senate would agree to the final passage of said bill, the same having been printed and upon the desks of the members in its final form for three calendar legislative days, and it was decided in the affirmative, a majority of all the Seators elected voting in favor thereof, and three-fifths being present, as follows:
