This board should be empowered and directed to exarnine any and all improved patterns of lamps, lanterns, and fogsignal apparatus for use on board ships, which are brought to their notice before a certain date, to be set by the Secretary of the Treasury, and, if such be deemed more serviceable than the articles now in use for similar purposes, they be experimented with, and their range of visibility or audibility, as required above, be ascertained and reported upon.
